ارائه چارچوبی برای افزایش سهم داخل در اجرای پروژه های فناورانه صنعت نفت و گاز بر اساس تحلیل محتوای اسناد بالادستی کشور

امروزه با وجود جذابیت‌ ها و توانمندی‌ های بسیار زیاد فناوری و نیروی انسانی در صنعت نفت و گاز کشور ، حجم بسیار زیادی از ظرفیت‌ های داخلی بدون استفاده مانده و نیاز است تا ضمن سیاست‌ های مناسب توسعه صنعتی، علاوه بر ارتقای توان فناورانه داخل ، به شکل‌گیری بازار و در نتیجه رشد اقتصادی توجه ویژه شود . پژوهش حاضر از نظر کیفی به این مفهوم مهم در صنعت نفت و گاز می پردازد . هدف پژوهش حاضر ارائه مطالعه عمیق اسناد بالادستی در حوزه سهم داخل و استخراج محتوای چارچوبی از سهم داخل ، عوامل و شرایط موثر بر آن است . به منظور تحقق این هدف از روش تحلیل محتوای کیفی با رویکرد قیاسی و بررسی منابع و اسناد بالادستی استفاده شده است . بعد از بررسی ، سازماندهی و کدگذاری مناسب ، نتایج یافته های پژوهش در چهار طبقه کلی « شرایط علی » ، « شرایط زمینه ای » ، «شرایط مداخله گر» و « برون پیامد سهم داخل و درون پیامد سهم داخل » تقسیم بندی شدند که در نهایت، چارچوبی ترسیمی از اهمیت و توجه سهم داخل در صنعت نفت و گاز ارائه گردید. یافته‌های تحقیق نشان می‌دهد، ساده‌سازی قوانین و مقررات، استفاده مناسب از ابزارهای سرمایه‌گذاری و نقش تسهیل‌گری دولت در این زمینه، استفاده صحیح از سرمایه علمی و اجتماعی و توسعه فناوری و زیرساخت رقابت‌پذیر در میان شرکت‌های بومی ضمن افزایش توان دیپلماسی عمومی از مهم‌ترین مولفه‌های احصا شده می‌باشد که بر اساس آنها باید راهبردهای اجرایی مناسبی تنظیم گردد.

providing a framework to increase the domestic share in the implementation of technological projects of the oil and gas industry based on the content analysis of the country’s upstream documents

today, despite the great attractions and capabilities of technology and manpower in the country’s oil and gas industry, a large amount of domestic capacity remains unused and there is a need to develop the domestic technological capacity in addition to appropriate industrial development policies. the market and, as a result economic growth should be given special attention. the current research intends to deal with this important concept in the oil and gas industry with a qualitative approach. the purpose of the current research is to provide an in-depth study of upstream documents in the field of the domestic share and to extract the framework content of the domestic share, factors, and conditions affecting it. to achieve this goal, the method of qualitative content analysis with a comparative approach and review of upstream sources and documents has been used. after proper review, organization and coding, the results of the research findings were divided into four general categories: causal conditions, background conditions, intervening conditions, external consequences of internal contribution, and internal consequences of internal contribution consequences. a graphic framework of the importance and attention of the domestic share in the oil and gas industry was presented. the findings of the research show that the simplification of laws and regulations, the appropriate use of investment tools and the facilitating role of the government in this field, the correct use of scientific and social capital, and the development of competitive technology and infrastructure among local companies while increasing the capacity public diplomacy is one of the most important components of the survey, based on which appropriate implementation strategies should be set
