تحلیل محتوای کیفی اسناد بالادستی مراکز علم و فناوری

هدف پژوهش این است که با استفاده از روش تحلیل محتوای کیفی اسنادبالادستی حوزه علم و فناوری به تحلیل ماموریت‌ها، خروجی‌ها و اثرات فعالیت‌ها، مخاطبان و ذی‌نفعان و اصول و رویکردهای مراکز علم و فناوری بپردازد. واحد تحلیل شامل اسنادی از جمله سند الگوی اسلامی ایرانی پیشرفت، سند تحول دولت مردمی، نقشه جامع علمی کشور، قانون اهداف، وظایف و تشکیلات وزارت علوم، قانون احکام دائمی برنامه‌های توسعه کشور و شش سند دیگر بوده است. نتایج نشان داد که ماموریت‌های مراکز علم و فناوری در اسناد بالادستی شامل شبکه‌سازی ملی و بین‌المللی، سیاست‌پژوهی، پایش و آینده‌پژوهی در حوزه علم، فناوری و نوآوری؛ توسعه علوم بنیادین؛ رصد و تقویت حوزه پژوهش؛ توسعه گفتمان علم و فناوری و توسعه فعالیت‌های علمی و پژوهشی مسئله محور می‌باشند. خروجی‌های مورد انتظار و اثرات فعالیت های این مراکز مواردی از جمله ارتقای جایگاه علمی کشور؛ توسعه علم و فناوری‌های پیشرفته با سیاستگذاری و برنامه ویژه؛ توسعه دیپلماسی علم و فناوری؛ ترویج دستاوردهای علمی؛ تجاری‌سازی دستاوردهای پژوهشی؛ ارتقای جایگاه اساتید و پژوهشگران علم، فناوری و نوآوری؛ توسعه علوم، تحقیقات و فناوری‌های نوین متناسب با نیازهای کشور و توسعه آزاداندیشی علمی بیان شده است. اصول و رویکردهای مورد تاکید در این اسناد توجه به متنوع سازی منابع مالی؛ ماموریت‌گرایی؛ تامین و ارتقای شایسته‌سالارانه‌ی منابع انسانی در حوزه پژوهش و فناوری؛ ارتقای آگاهی و تعهد اساتید به اخلاق و انقلاب در فعالیت‌های علمی، پژوهشی و فناوری؛ افزایش سطح سلامت و رفاه کارکنان و اعضای هیئت علمی؛ انضباط و شفافیت اداری و مالی؛ تمرکز بر انواع پژوهش‌های بنیادی، توسعه‌ای و کاربردی و تشویق افزایش بروندادهای پژوهشی عنوان شده است. مخاطبان بالادستی، همتراز و خدمت‌گیرندگان مراکز علمی و فناوری، دانشگاه‌های ملی و بین‌المللی؛ بخش خصوصی؛ موسسات آموزشی، پژوهشی و فناوری؛ نخبه‌های علوم انسانی اسلامی؛ سیاستگذاران علم، فناوری و نوآوری؛ شورای عالی عتف؛ دستیاران پژوهشی؛ مجلس شورای اسلامی؛ وزارت علوم؛ ریاست جمهوری؛ دستیاران پژوهشی و پژوهشگران؛ شخصیت‌های علمی و فرهنگی؛ شورای عالی انقلاب فرهنگی؛ مراکز علمی تحقیقاتی منطقه‌ای و بین‌المللی؛ اعضای هیئت علمی و محققان ایرانی و غیرایرانی خارج از کشور؛ انجمن‌ها و قطب‌های علمی؛ بنگاه‌های توسعه فناوری و نوآوری داخلی و خارجی و نخبگان سایر کشورها معرفی شده‌اند.

the aim of the research is to analyze the missions, outputs and effects of activities, audiences and beneficiaries and the principles and approaches of science and technology centers using the method of qualitative content analysis of upstream documents in the field of science and technology. the results showed that the missions of science and technology centers in the upstream documents include national and international networking, policy research, monitoring and future research in the field of science, technology and innovation; development of basic sciences; monitoring and strengthening the field of research; the development of science and technology discourse and the development of scientific and research activities are problem oriented. the expected outputs and effects of the activities of these centers, including the promotion of the scientific status of the country; development of advanced science and technologies with special policy and program; development of science and technology diplomacy; promoting scientific achievements; commercialization of research achievements; improving the position of professors and researchers of science, technology and innovation; the development of science, research and new technologies in accordance with the needs of the country and the development of free scientific thinking have been expressed. the principles and approaches emphasized in these documents focus on the diversification of financial resources; mission orientation; providing and promoting meritocracy of human resources in the field of research and technology; promoting the awareness and commitment of professors to ethics and revolution in scientific, research and technological activities; increasing the level of health and well being of staff and faculty members; administrative and financial discipline and transparency; focusing on all types of basic, developmental and applied researches and encouraging the increase of research outputs has been mentioned. upstream audiences, peers and service recipients of science and technology centers, national and international universities; private sector; educational, research and technological institutions; islamic humanities elites; science, technology and innovation policy makers; supreme council of atf; research assistants; parliament; the ministry of science; president; research assistants and researchers; scientific and cultural figures; supreme council for cultural revolution; regional and international scientific research centers; faculty members and iranian and non iranian researchers abroad; scientific associations and poles; domestic and foreign technology development and innovation enterprises and elites from other countries have been introduced.
