بررسی تطبیقی سازوکارهای تامین و تخصیص منابع‌مالی در آموزش‌عالی

هدف این پژوهش دستیابی به سازوکارهای تامین و تخصیص منابع در اموزش عالی است که با مرور نظام‌مند منابع و مقالات علمی و مقایسه تطبیقی کشورهای نمونه به انجام رسیده است. برای رسیدن به هدف یاد شده، سه پرسش؛ مهمترین منابع و سازوکارهای تامین‌مالی در آموزش‌عالی چیست؟؛ اصلی‌ترین الگوهای تخصیص منابع‌مالی در آموزش‌عالی کدام هستند؟؛ آموزه‌های تجربی کشورها برای تامین و تخصیص منابع در آموزش‌عالی چیست؟ مطرح شد. یافته‌ها در پاسخ به پرسش اول، شش منبع اصلی تامین مالی آموزش، شناسایی و ابعاد گوناگون آن، از جمله تاثیر چگونگی تامین مالی بر رفتار تصمیم‌گیرندگان، توضیح داده شدند. سپس وضعیت 10 دانشگاه پیشرو کشور در ارتباط با مبادی تامین مالی آنها توضیح داده شد. علاوه بر این، انواع سازوکارهای تامین‌مالی و تاثیر آن بر رفتار تصمیم‌گیران تحلیل شد. در پاسخ به پرسش دوم، انواع سازوکارهای تخصیص منابع، پیشروترین الگوهای جهانی تخصیص منابع و الگوریتم تخصیص منابع در آموزش‌عالی واکاوی شد. در پاسخ به پرسش سوم چگونگی تامین مالی و تخصیص منابع در سیزده کشور جهان، مقایسه و از خلال این بررسی تطبیقی، آموزه‌های تجربی برای آموزش عالی ایران، استخراج و پیشنهاد شده‌اند

Comparative study of funding mechanisms and allocation of financial resources in higher education

This study aims to investigate the mechanisms of financing and resource allocation of higher education. This qualitative study systematically reviews scientific sources and articles and provides a comparative comparison of sample countries. Accordingly, it answers three questions: What are the most important sources and mechanisms of financing in higher education? What are the main patterns of financial resource allocation in higher education? What are the empirical teachings of countries for the provision and allocation of resources in higher education? The results identify the six main sources of funding for education, and their various dimensions, including the impact the funding means on decisionmakers’ behavior. Then, the situation of 10 leading universities in the country was explained in terms of their funding principles. In addition, the study analyses the types of financing mechanisms and their impact on the behavior of decisionmakers. In response to the second question, the types of resource allocation mechanisms, the most advanced global resource allocation models, and the resource allocation algorithm in higher education were analyzed. In response to the third question, how to finance and allocate resources in thirteen countries of the world, compared and through this comparative study, empirical teachings for higher education in Iran have been extracted and proposed.
