نقش سازمانهای جامعه مدنی در فقرزدایی

مقدمه: سازمانهای جامعه مدنی به عنوان نهاد واسط میان دولت و جامعه، نقش مهمی در اتخاذ رویکردهای چندبعدی و یکپارچه فقرزدایی دارند که با توجه به این امر، مقاله حاضر به بررسی نقش سازمانهای جامعه مدنی در فقرزدایی می پردازد. روش: روشهای مورد استفاده در این تحقیق، توصیفی و تحلیلی است که در آن، به چگونگی، چرایی و چیستی سازمانهای جامعه مدنی و الزامات آن در فقرزدایی پرداخته شده است. یافته ها: وجود جامعه مدنی برای فقرزدایی بسیار مهم است و مشارکت آنها با بخش دولتی در پروژه های فقرزدایی می تواند به امحای آن کمک شایانی کند. با این وجود مشکلاتی که فراروی سازمانهای جامعه مدنی اعم از شناسایی آنها، اثربخشی و نفوذ و در نهایت تامین مالی وجود دارد، نتیجه حاصله این است که شکستن دور باطل فقر مستلزم مجموعه ای از اقدامات هم زمان است. سازمانهای جامعه مدنی امکان مشارکت مردم فقیر را در جامعه فراهم نموده و تسهیل کننده فرآیندهای تحول اقتصادی، اجتماعی و سیاسی در سطوح گروهها و افراد جامعه می باشند. بحث: بحث این مقاله در خصوص نقش موثر سازمانهای جامعه مدنی در فقرزدایی است که با مشارکت قوی و فعال این سازمانها، ظرفیتهای تولیدی افراد فقیر افزایش یافته، به شرکت در تصمیم گیریها ترغیب شده و در مجموع موجبات توانمندی فقرا و خروج از گردونه فقر فراهم می گردد.

The Role of Civil Society Organizations in Poverty Eradication

Introduction: Civil society organizations as an interface institution between the state and society have an important role in the multidimensional and integrated approaches to the alleviation of poverty. This article, with regard to this issue, discusses the role of civil society organizations in alleviation of poverty.Methods: The methods used in this research are descriptive and analytical in which the identity of the civil society organizations and their necessities in poverty reduction are discussed.Findings: The civil society is crucial for poverty reduction and their partnership with the public sector in poverty alleviation projects can make a significant contribution to its destruction. With regard to the problems faced by civil society organizations, including their identification, effectiveness, influence and eventually financing, the result is that breaking the vicious circle of poverty requires a series of actions at the same time. Civil society organizations should let the poor get involve in society and facilitate the economic, political and social development in different groups and levels of society.Discussion: This paper has been developed to discuss about the role of civil society organizations in adoption of poverty reduction approaches, pointing out that with a strong and active participation of these organizations, the production capacities of the poor will increase, they would be encouraged to participate in decisionmaking and in total, enables the poor reach to a level that can get rid of poverty.
