تحلیل کیفی پدیده فرار بیمه‌ای: سودجویی کوتاه‌مدت ذی‌نفعان و ناپایداری بلندمدت در تولید رفاه اجتماعی

مقدمه: پژوهشهای اخیر موید اهمیت تامین اجتماعی در برقراری عدالت اجتماعی به‌واسطه ارائه تعهداتی از قبیل خدمات درمانی و مالی به نیروی کار است. هرچند تحت‌تاثیر عوامل مختلفی، چنین خدماتی گاهی ازنظر کارفرمایان و کارگران فاقد توجیه دانسته می‌شود. در چنین وضعیتی، می‌توان شاهد وقوع پدیده فرار بیمه‌ای بود. پژوهش حاضر به دنبال واکاوی رخداد پدیده فرار بیمه‌ای و شرایط شکل‌گیری آن است.روش:‌ این واکاوی با استفاده از روش تحقیق کیفی مبتنی بر نظریه زمینه‌ای انجام شده است. در آن 14 نفر از کارشناسان سازمان تامین اجتماعی با تکنیک نمونه‌گیری هدفمند انتخاب شدند.‌ این افراد در مصاحبه‌هایی ساختارمند و مسئله‌محور به سوال اصلی پژوهش (شرایط زمینه‌ساز رخداد فرار بیمه‌ای) پاسخ دادند.یافته‌ها: ماحصل تحلیل داده‌های مستخرج از مصاحبه‌ها با استفاده کدگذاری سه مرحله‌ای استراوس و کوربین در محیط نرم‌افزار مکس کیودا (maxqda) منجر به‌صورت‌بندی مقوله‌ای هسته تحت عنوان «فرار بیمه‌ای، سودجویی کوتاه‌مدت ذی‌نفعان و ناپایداری بلندمدت در تولید رفاه اجتماعی» شد که تحت شرایط مهم از قبیل «آگاهی‌نداشتن بازیگران از مزایای بیمه»، «پیچیدگی و ابهام در قوانین و مقررات»، «رخداد امواج پی‌درپی بحرانهای اقتصادی» و «شرایط حاکم بر فضاهای شغلی» محصور شده است.بحث: یافته‌ها اشاره دارند که پدیده فرار بیمه‌ای تحت‌تاثیر دو دسته از عوامل اقتصادی و ساختاری به وجود می‌آید. به‌بیان‌دیگر، تورم و بحرانهای اقتصادی و نقصان در قوانین تامین اجتماعی مبنی بر تعیین سبکهای بیمه‌پردازی و بیمه‌شدگی، بیش از هر عامل دیگر عملکرد صاحبان سرمایه و کار را تحت‌تاثیر قرار می‌دهد.

short-term profitability of stakeholders and long-term instability in the production of collective good social welfare: a qualitative analysis of insurance evasion

introduction: recent research has confirmed the crucial role of social security in promoting social justice. however, despite its significance, these services are sometimes deemed unnecessary by both employers and workers. this can lead to insurance evasion.method: the study was conducted using a qualitative research method based on grounded theory, during which 14 experts of the social security organization were selected using a purposive sampling technique. these people responded to the main question of the research (identification of the factors affecting insurance evasion) during structured and issue-oriented interviews.findings: after analyzing the data, the core category was identified as “insurance evasion, short-term profit-making of stakeholders, and long-term instability in the production of collective good social welfare.” this central phenomenon is influenced by several causal conditions, including “lack of awareness among actors about the benefits of insurance,” “successive waves of economic crises,” “complexity and ambiguity in laws and regulations,” and “the lack of an effective monitoring and evaluation system.”  additionally, the findings revealed that social actors encountering this issue have implemented strategies such as “prioritizing income for the labor force”, “associating labor based on bribery/threats”, and “neglect of insurance benefits”. these strategies have resulted in consequences such as “the challenge of financing the uninsured workforce” and “the gradual and increasing collapse of income/cost of insurance companies”.discussion: the insurance evasion occurs under the influence of economic and structural factors. the inflation economic crises, and deficiencies in the social security laws regarding the determination of insurance payment and insurance styles affect the performance of capital and labor owners more than any other factor.
