تاثیر منابع و مصارف تامین اجتماعی بر رشد اقتصادی و اشتغال در ایران

مقدمه: اهمیت و تاثیر تامین اجتماعی بر متغیرهای اقتصادی یکی از موضوعاتی است که در سالهای اخیر موردمطالعه قرار گرفته است. بیشتر این مطالعات تاثیر مصارف تامین اجتماعی بر متغیرهای اقتصادی را بررسی کرده‌اند. درحالی‌که تامین اجتماعی از دو بخش منابع و مصارف تشکیل شده است که بررسی و مقایسه اثرگذاری هر دو بخش باید موردتوجه قرار گیرد. در این مطالعه تاثیر منابع و مصارف تامین اجتماعی بر رشد اقتصادی و اشتغال در ایران در دوره 1367 تا 1399 بررسی شده است.روش: این مطالعه با استفاده از الگوی خودهمبستگی برداری ساختاری (svar) تاثیر منابع و مصارف تامین اجتماعی بر رشد اقتصادی و اشتغال را بررسی کرده است. برای برآورد پارامترهای فرم ساختاری و شناسایی الگو خودهمبستگی برداری ساختاری نیز از الگو ab (تجزیه پسران و شین) استفاده شده است.یافته‌ها: رشد اقتصادی در واکنش به تکانه منابع بیمه‌ای، در ابتدا به‌اندازه 0.011 درصد کاهش و در ادامه افزایش می‌یابد، اما در واکنش به تکانه منابع بیمه بیکاری ابتدا 0.015 درصد افزایش و سپس کاهش می‌یابد. واکنش رشد اقتصادی به تکانه مصارف بیمه‌ای و تکانه مصارف بیمه بیکاری افزایشی است. در واکنش به تکانه مصارف بیمه‌ای 0.011 درصد و در واکنش به تکانه مصارف بیمه بیکاری 0.005 افزایش می‌یابد. اشتغال در واکنش به تکانه مصارف بیمه‌ای در ابتدا به میزان 0.014 افزایش داشته و در ادامه کاهش می‌یابد، اما در واکنش به تکانه مصارف بیمه بیکاری ابتدا کاهش 0.005 داشته و سپس روند افزایشی خواهد داشت.بحث: افزایش منابع تامین اجتماعی از طریق حق بیمه باید با حساسیت بالای انجام شود تا آثار نامطلوبی به‌خصوص در کوتاه‌مدت بر رشد و اشتغال نداشته باشد. برای افزایش منابع تامین اجتماعی، توجه به منابع بیمه بیکاری می‌تواند تاثیر به‌مراتب بهتری داشته باشد. هماهنگی نظام تامین اجتماعی با سیاستهای کلان اقتصادی در شرایط مختلف اقتصادی می‌تواند موجب افزایش کارایی این نظام در اقتصاد شود.

introduction: the importance and impact of social security on economic variables is one of the topics studied in recent years. most of these studies have examined the impact of social security expenditure on economic variables. while social security is made up of two parts, resources and expenditure, the review and comparison of the effectiveness of both parts should be considered. in this study, the impact of social security resources and expenditure on economic growth and employment in iran during the period of 1988 to 2020 has been investigated.method: this study has investigated the impact of social security resources and expenses on economic growth and employment using the structural vector autocorrelation (svar) model. findings: in response to fluctuations in unemployment insurance resources, it initially increases and then decreases. the response of economic growth to fluctuations in insurance and unemployment insurance expenditures is positive, but the effect of fluctuations in insurance expenditures is greater. additionally, employment decreases in response to fluctuations in insurance and expenditure resources, but the effect of insurance resources is greater. in response to fluctuations in insurance expenditure, employment initially increases and then decreases, while in response to fluctuations in unemployment insurance expenditure, it initially decreases and then follows an increasing trend.discussion: increasing social security resources through insurance premiums should be done with high sensitivity so that it does not have adverse effects on growth and employment, especially in the short term. to increase social security resources, attention to unemployment insurance resources can have a much better effect. the coordination of the social security system with the macroeconomic policies in the adverse economic conditions can increase the efficiency of this system in the economy.
