ارزیابی روند شکاف شاخص توسعه بهداشتی-درمانی بین شهرستانهای استان سمنان و سایر مناطق ایران طی دوره 1393-1396

مقدمه: اهمیت ارتقاء سطح بهداشت و درمان به‌عنوان یکی از معیارهای توسعه پایدار موجب شد تا با اندازه‌گیری شاخص بهداشتی-درمانی در سطح شهرستانهای استان سمنان در دوره 1393-1396 و مقایسه آن با بخش مجزایی تحت عنوان سایر مناطق ایران، اولاً وضعیت شهرهای این استان را در بازه زمانی مذکور موردبررسی قرار دهیم؛ ثانیاً شکاف موجود بین شهرهای این استان را ارزیابی کنیم؛ و ثالثاً شکاف موجود بین شهرهای استان با سایر مناطق ایران را موردمطالعه قرار دهیم.روش: تحقیق حاضر یک مطالعه‌ای توصیفیتحلیلی است. از روش آنتروپی شانون برای وزن‌دهی به 17 معیار منتخب و از روش تاکسونومی عددی برای اندازه‌گیری شاخص بهداشتی-درمانی استفاده شده است.یافته‌ها: وضعیت کلی مناطق شهری استان سمنان از منظر برخورداری از شاخصهای بهداشتی-درمانی نسبت به وضعیت این شاخص در سایر مناطق ایران مطلوب است، اگرچه در گذر زمان روند نزولی داشته است. در این میان، وضعیت شهرهای سمنان و شاهرود رو به بهبود اما وضعیت شهرهای دامغان و گرمسار رو به کاهش بوده است. همچنین، در سالهای 1393 و 1394، شکاف بهداشتی-درمانی بین شهرهای استان سمنان و سایر مناطق ایران به نفع شهرهای استان سمنان، بسیار زیاد بود اما در دو سال بعد از آن، این شکاف کاهش یافته است.بحث: شهرستان شاهرود همواره برخوردارترین شهر استان سمنان از نظر توسعه شاخصهای بهداشتی-درمانی بوده است. میانگین این شاخص در یک دوره چهارساله بیانگر آن است که به ترتیب شهرهای سمنان، دامغان و گرمسار و سایر مناطق ایران در رتبه‌های بعدی قرار گرفتند. روند تغییرات مناطق موردبررسی حاکی از همگرایی مناطق به لحاظ شاخص بهداشتی-درمانی است.

Assessing the Gap Trend of Health Development Index between the Cities of Semnan Province and Iran During the Period of 1393-1396

Introduction: The importance of improving the level of health and treatment as one of the criteria for sustainable development led us to measure the health index in the cities of Semnan province during the period of 13931396 and compare it with other regions of Iran as a whole. Firstly, the situation of Semnan province cities is examined in the mentioned period; Secondly, the gap between and among them is assessed; Finally, the gap between the cities of the province and other regions of Iran is evaluated.Method: The present study is a descriptiveanalytical study. In this study, the Shannon Entropy Method is used to obtain the weights associated with 17 selected criteria, and using the numerical Taxonomic method to compute health index.Findings: The general situation of urban areas of Semnan province is favorable in terms of having health and medical indicators compared to Iran, but over time it has been declining. Meanwhile, the situation in the cities of Semnan and Shahroud has improved, but the situation in the cities of Damghan and Garmsar is still declining. Also, in 1393 and 1394, the health gap between the cities of Semnan province and other regions of Iran in favor of the cities of Semnan province was very large, but during the next two years, this gap has decreased. Discussion: Shahroud city has always been the most beneficial city of Semnan province in terms of health and medical indicators. The average of the health index over a fouryear period indicates that Semnan, Damghan, Garmsar and the whole country were ranked next, respectively. In addition, the trend of index among the studied areas indicates the convergence of the regions in terms of health index.
