examining the role of eu and us sanctions against russia on the ukrainian crisis

Authors mahrough fatemeh ,sanisel fatemeh
Abstract    the aim of this paper is to examine the network of factors influencing the ukraine crisis and to determine the role of sanctions against russia within this network. it seeks to answer the two questions: what factors have contributed to the escalation and continuation of this international crisis? and what position have the european union and united states sanctions against russia held within the network of variables affecting the trajectory of the ukraine crisis? the central hypothesis of the study is that sanctions, as a risk-prone (dual-natured) variable, have contributed to the continuation of the crisis by reinforcing russia's new economic and political partnerships. michael brecher’s comprehensive model of crisis management has been adopted as the theoretical framework, due to its emphasis on the influence of interrelated variables on the course of a crisis. to address the research question, the method of cross-impact analysis is employed, which assesses the mutual influence of variables and identifies the position of each variable within the network. data for the study were collected through expert questionnaires targeting specialists in russian affairs, focusing on the factors influencing the ukraine crisis. the findings indicate that the crisis shows no sign of resolution. this suggests that, among brecher’s four stages of crisis, the crisis remains in an escalating phase. the confrontation between russia and the united states, along with the use of shale energy and the freezing of russia's foreign exchange reserves, are identified as the most influential factors, indicating that both sides possess elements driving the crisis forward. furthermore, the result reveals that sanctions have had a dual impact within the network of factors affecting the ukraine crisis, and their continuation may further intensify the crisis.
