موازنۀ تهدید و روابط نظامی روسیه و چین

روسیه و چین در دو دهۀ اخیر روابط گسترده‌ای داشته‌اند. هم‌جواری روسیه با یک قدرت بزرگ جهانی رو ‌به ‌رشد و مشکلاتی که این کشور در مناطق هم‌جوار در شرق دور دارد، این مسئله را مطرح می‌کند که منطق ژئوپلیتیک باید روسیه را به روابطی احتیاط‌آمیز با همسایۀ شرقی وادارد و از همکاری گستردۀ نظامی با چین بپرهیزد. با وجود این مسئلۀ مهم، روند همکاری‌ها افزایشی بوده است و این پرسش را مطرح می‌کند که چه عواملی روسیه را از احتیاط راهبردی در روابط نظامی‌دفاعی با چین به گسترش همکاری‌ها پیش برده است؟ در پاسخ، این فرضیه مطرح می‌شود که تهدید آمریکا در شرایط فشار و محاصرۀ روسیه از هنگام بحران سال 2014 اوکراین، به گسترش مشارکت دفاعی این کشور با چین منجر شده است، اما این موضوع به معنای اتحاد راهبردی نبوده و فقط نوعی موازنۀ تهدید با ابزارهای نظامی است. برای بررسی این فرضیه از روش تحلیل محتوای کیفی متغیرهای فرضیۀ پژوهش با بررسی متن‌ها و داده‌های مندرج در گزارش‌های مختلف بهره می‌گیریم. در این نوشتار نظریۀ واقع‌گرایی تدافعی راهنمای تحلیل فرضیۀ نویسندگان است. یافتۀ این نوشتار این است که روابط میان کشورها در خلا صورت نمی‌گیرد و در متنی چندبازیگری و چندموضوعی و به‌طور هم‌زمان و نسبی تغییر و تداوم می‌یابد.

russia and china have had extensive relations in various fields over the last two decades. one of the main areas of the relations between the two countries is the military and arms interactions, which have increased especially in the last decade. russia's proximity to a rising global power and the problems it faces in the regions adjacent to its powerful far eastern neighbor suggest that geopolitical logic should compel russia to have cautious relations with its eastern neighbor and avoid extensive military cooperation with china. despite this important issue, cooperation between moscow and beijing in the field of military defense is increasing. therefore, the question arises as to what factors have led russia from strategic caution in military-defense relations with china to expanding cooperation in this area? in response, it is hypothesized that us threat to pressure, blockade and sanction russia since 2014 has led to the expansion of its defense cooperation with china, but nevertheless, this cooperation does not necessarily mean a strategic alliance, but rather represents a kind of balancing of threats through military means. to examine this hypothesis, we will use the qualitative and content analysis method of texts and data available in various reports and sources (articles, books and reliable internet sources). the theory that guides our hypothesis analysis in this research is the theory of defensive realism. in general, this article discussed and analyzed that, although the two countries face a common threat from the united states and have increased their military defense cooperation in such circumstances, they do not follow the strategy of alliance against the west in general and the united states and nato in particular. in fact, china and russia have different goals in this relationship.
