Abstract    this article addresses the pollution crisis of the aras river, which spans the border between iran, azerbaijan, and armenia. using clarke's situational analysis, which is a grounded theory approach, the roles and positions of key actors in this environmental crisis are examined. data were collected through in-depth interviews with 21 academic elites and individuals knowledgeable about the region's environment, as well as analysis of existing documents as supplementary sources. the research findings indicate that: first, the role of governments in the aras river pollution crisis is mainly focused on inefficient resource management, inadequate supervision of industries, and incomplete implementation of environmental laws. furthermore, governments have not performed well in building regional and international cooperation to resolve the crisis due to conflicting interests and political priorities. second, local industries play a significant role in spreading pollution due to unsustainable resource exploitation approaches. third, while local communities suffer from the direct effects of pollution, they also demand greater participation in decision-making and policymaking processes. fourth, international organizations such as the united nations and global environmental institutions attempt to play a facilitating role, but conflicting interests and institutional barriers between countries hinder effective cooperation.
