طراحی الگوی نظام تامین اجتماعی فراگیر

از یک نظام تامین اجتماعی کارآمد انتظار می‌رود که بتواند عایدی کافی را در یک فضای پایدار تامین نماید. نظام فراگیر تامین اجتماعی بیشتر به پوشش در ادبیات بیمه اشاره دارد و بدین معنی است که چه تعداد از افراد تحت پوشش بیمه در یک کشور قرار گرفته‌اند. هدف از تحقیق حاضر صورت‌بندی و طراحی الگویی برای استقرار نظام تامین اجتماعی فراگیر در کشور می‌باشد. رویکرد این پژوهش استقرایی بوده و از روش کیفی و استراتژی نظریه داده بنیاد برای انجام آن استفاده شده است. داده‌های پژوهش از طریق مصاحبه با 30 نفر از مدیران شاغل در وزارت تعاون، کار و رفاه اجتماعی، سازمان تامین اجتماعی، نمایندگان اعضای کمیسیون اجتماعی و صاحب‌نظران حوزه دانشگاه به‌عنوان مشارکت‌کنندگان در پژوهش جمع‌آوری شده است. بر اساس یافته‌های تحقیق «نظام تامین اجتماعی فراگیر» به‌عنوان مقوله محوری بر مبنای شرایط علی «لایه تکمیلی، لایه غیر مالی، تصمیم‌گیری، لایه بیمه‌ای و لایه حمایتی» و از طریق راهبردهای سیاست‌گذاری در نظام تامین اجتماعی، ارزشیابی انعطاف‌پذیر و چندجانبه، ایجاد نظام اقتصادی پویا در حوزه تامین اجتماعی و مطالبه‌گری و با در نظر گرفتن نظارت، اجرا و تحقیق و توسعه در زمینه تامین اجتماعی فراگیر به‌عنوان زمینه الگو، محقق می‌شود و منجر به تحقق حکمرانی خوب نظام تامین اجتماعی، تامین امنیت مالی افراد مسن، تامین نیاز مستمری‌بگیران، کاهش فقر در جامعه و حمایت از سیاست‌های بازار کار و رشد اقتصادی می‌گردد. استقرار نظام تامین اجتماعی فراگیر نقش بسزایی در تامین امنیت مالی و روحی افراد مسن و ایجاد امید دارد که این امر می‌تواند کیفیت زندگی، امنیت اجتماعی و عدالت اجتماعی را ارتقا دهد.

an efficient social security system is expected to provide sufficient income in a stable environment. the comprehensive social security system primarily refers to coverage in the context of insurance literature, meaning the number of individuals covered by insurance in a country. the aim of the present research is to formulate and design a model for the establishment of a comprehensive social security system in the country. the approach of this research is inductive, employing a qualitative method and grounded theory strategy for its implementation. the research data were collected through interviews with 30 managers working in the ministry of cooperatives, labor, and social welfare, the social security organization, representatives of members of the social commission, and experts in the academic field, who participated in the study. according to the research findings, the inclusive social security system emerges as a core category based on causal conditions including the complementary layer, non-financial layer, decision-making, insurance layer, and support layer. this is achieved through policy-making strategies in the social security system, flexible and multifaceted evaluation, creating a dynamic economic system in social security, advocacy, and considering oversight, implementation, and research and development in the context of inclusive social security as the grounds for the model. it leads to the realization of good governance in the social security system, financial security for the elderly, meeting the needs of beneficiaries, reducing poverty in society, and supporting labor market policies and economic growth. the establishment of an inclusive social security system plays a significant role in ensuring the financial and emotional security of the elderly and fostering hope, which can enhance quality of life, social security, and social justice.
