بررسی جایگاه خدمات درمانی و پزشکی در بستر حقوق تامین اجتماعی ایران

زمینه و هدف: حقوق تامین اجتماعی به مثابه ابزاری برای توزیع مجدد درآمدها، مظهر استقرار و تضمین امنیت و عدالت اجتماعی و موجد آرامش خاطر و عزت نفس در افراد، می تواند اهمیت و نقش بسزایی در حمایت از جامعه در برابر کلیه مخاطرات ناشی از بحران های اقتصادی، اجتماعی و فرهنگی ایفا نماید، بنابراین پرداختن به این حقوق در شرایطی که سرلوحه برنامه های دولت جمهوری اسلامی توسعه اقتصادی، اجتماعی و فرهنگی کشور است از اهمیت بسزایی برخوردار است. شرط تعالی و موفقیت هر نظام در تدوین، بکارگیری و اجرای دقیق و صحیح این اصول می باشد.مواد و روش‌ها: این تحقیق ازنوع نظری بوده و روش تحقیق به صورت توصیفی –تحلیلی می باشد. روش جمع آوری اطلاعات به صورت کتابخانه ای است و با مراجعه به اسناد، کتب و مقالات انجام گرفته است. یافته‌ها: خدمات پزشکی و درمانی نیز یکی دیگر از ضروریاتی است که بیمه شده به آن نیازمند است. بیمه شده ای که با مشارکت و پرداخت حق بیمه و حق سرانه درمان همواره چشم امید به روزی دوخته است که بتواند از این خدمات استفاده کند و با حمایت درمانی تامین اجتماعی از وی مقداری از درد و آلام او کاسته شود. ملاحظات اخلاقی: در همه مراحل نگارش پژوهش ضمن رعایت اصالت متون، صداقت و امانت دار رعایت گردیده است. نتیجه گیری: نظام کنونی تامین اجتماعی در ایران شامل دو بخش نظام بیمه ای و نظام حمایتی می باشد. بر همین اساس بیشترین خدماتی که از سوی تامین اجتماعی انجام می شود خدمات حوزه بیم ای و درمانی است. ارائه خدمات درمانی و پزشکی در تامین اجتماعی ایران به دو شیوه و زیر نظر معاونت درمان سازمان ارائه می شود. در شیوه اول این خدمات بصورت مستقیم ارائه می شود که بیمه شده پس از شروع به اشتغال در محیط کار و ارسال اولین لیست حقوقی وی که یک ماه پس از اشتغال صورت می گیرد، صاحب دفترچه درمانی می شود و می تواند از خدمات استفاده کند. بیمه شده با مراجعه مستقیم به مراکز درمانی و بیمارستان های تامین اجتماعی به صورت رایگان از خدمات درمانی استفاده کنند. در شیوه دوم که ارائه خدمات درمانی به صورت غیرمستقیم می باشد سازمان تامین اجتماعی با عقد قرارداد و خرید خدمات درمانی و پزشکی جهت بیمه شدگان با سایر موسسات درمانی دولتی و خصوصی، شرایط استفاده بیمه شدگان از این خدمات را فراهم می کند. به نحوی که امروزه به جهت اهمیت سیاسی، اقتصادی و حتی امنیتی از این اصول نه تنها به عنوان «ابزار و بستر توسعه» بلکه یکی از «اهداف توسعه پایدار» نام می برند.

Review of the position of medical and medical services status in the context of Iran's social security rights

Background and Aim: Social security law as a tool for income redistribution, a manifestation of the establishment and guarantee of social security and justice and a source of peace of mind and selfesteem in individuals, can play an important role in protecting society against all risks of crises. Economic, social and cultural, so addressing these rights is of great importance in the context of the Islamic Republic’s plans for economic, social and cultural development. The condition for the excellence and success of any system in the formulation, application and implementation of these principles is accurate and correct.Materials and Methods: This research is theoretical and the research method is descriptiveanalytical. The method of data collection is library and has been done by referring to documents, books and articles.Results: Medical services are another necessity that the insured needs. An insured person who has always hoped to one day be able to use these services by participating in and paying premiums and per capita medical treatment, and with the support of social security treatment, some of his pain and suffering will be reduced.ses with a preventive, therapeutic, and corrective approach under the heading of deviation and disease.Ethical considerations: In all stages of writing the research, while respecting the originality of the texts, honesty and trustworthiness have been observed.Conclusion: The current social security system in Iran consists of two parts: insurance system and support system. Accordingly, most of the services provided by Social Security are insurance and medical services. Providing medical services in Iranian social security is provided in two ways and under the supervision of the organization’s deputy director of treatment. In the first method, these services are provided directly. After starting employment in the workplace and sending his first salary list, which takes place one month after employment, the insured becomes the owner of a medical record and can use the services. Insured to use medical services for free by referring directly to medical centers and social security hospitals. In the second method, which is the provision of medical services indirectly, the Social Security Organization, by concluding a contract and purchasing medical and medical services for the insured with other public and private medical institutions, provides the conditions for the insured to use these services.
