حقوق شهروندی افراد دارای معلولیت در گردشگری قابل ‌دسترس مقایسه تطبیقی بارسلونا و اصفهان

در مدل اجتماعی، معلولیت یک نوع پدیده ناشی از ساختار سیاسی اجتماعی است که ناشی از رویکردهای اجتماعی، شیوه تفکر و شرایط فیزیکی محیط‌ زیست افراد است. در مدل پزشکی، مبنا بر جداسازی افراد معلول از جامعه قادر یا توانا است و در مدل حقوق شهروندی در کنار توجه به رویکردهای اجتماعی، تاکید اصلی بر مفهوم حق است و در نتیجه مفهوم معلولیت را به عناصر دیگری که به عنوان عناصر هویتی انسان‌ها شناخته می‌شوند، نزدیک‌تر می‌کند.روش پژوهش حاضر اسنادی و کتابخانه‌ای است و با بررسی 6 سند جهانی معتبر و 23 مقاله علمی پژوهشی به مقایسه وضعیت گردشگری دسترس‌پذیر برای افراد توانخواه میان دو خواهرخوانده اصفهان و بارسلونا پرداخته شده است. نتایج پژوهش نشان می‌دهد در مقایسه میان دو کلانشهر اصفهان و بارسلونا، کلانشهر اصفهان به رغم پتانسیل‌ها و ظرفیت‌های گردشگری بالایی که دارد، اما در تحقق تبدیل‌شدن به »شهر دسترس‌پذیر برای همگان « موفقیت زیادی به دست نیاورده است. مهم‌ترین مساله موجود در مقایسه با شهر بارسلونا، عدم مناسب‌سازی زیرساخت‌های گردشگری برای افراد توانخواه است. با توجه به بررسی که در مورد مهم‌ترین عوامل و معیارهای موفقیت اسپانیا در پروژه‌های پیش‌گام گردشگری قابل ‌دسترس صورت گرفته و با توجه به رویکرد اجتماعی حقوقی و پزشکی، پژوهش حاضر به این نتیجه رسیده که قوانین و سیاست‌ها، دسترس‌پذیری اماکن و تجهیزات، بیمارستان‌ها، دسترس‌پذیری اطلاعات، ترمینال‌ها، ایستگاه‌های حمل و نقل، امکانات اقامتی، محوطه‌ها و ساختمان‌های تاریخی و توریستی از جمله عواملی بوده‌اند که مورد توجه جدی از سوی مدیران شهری بارسلونا بوده است. بارسلونا برای دستیابی به دسترسی همگانی اقدامات اساسی انجام داده است که برای تحقق تبدیل اصفهان به شهر دسترس‌پذیر همگانی می‌تواند الگوی مناسبی باشد.

Citizenship Rights of People with Disabilities in Accessible Tourism Comparative Comparison of Barcelona and Isfahan

In the social model, disability is a type of phenomenon stemming from the sociopolitical structure that results from social approaches, the way of thinking, and the physical environment of individuals. In the medical model, it is based on the separation of persons with disabilities from the capable or capable society, and in the civil rights model, in addition to the social approaches, the emphasis is on the concept of right, and thus bringing the concept of disability closer to other elements known as human identity elements.The present research is a documentary and library research method and compares the tourism status available for disabled people between two adoptive adopters of Isfahan and Barcelona by examining six valid international documents and twenty three scientificresearch articles. The results show that in comparison to the two metropolises of Isfahan and Barcelona, the metropolis of Isfahan, despite its high tourism potentials and capacities, has not achieved much success in becoming a accessible city for all The most important issue compared to the city of Barcelona is the inadequate tourism infrastructure for disabled people. Considering that the most important factors and criteria for Spainchr('39')s success in leading tourism projects have been made available and with a sociolegal and medical approach, the present study concluded that laws and policies, availability of facilities and equipment, hospitals, accessibility Information, terminals, transport stations, accommodations, historical and tourist sites and buildings have been the focus of much attention by Barcelonachr('39')s urban managers. Barcelona has taken fundamental steps to achieve public access, which can serve as a model for achieving the transformation of Esfahan into a publicly accessible city.
