راهبردهای ساده‌سازی خط‌مشی‌گذاری عمومی: بررسی چارچوب‌ها، نظریه‌ها و الگوها

سطوح مفهومی مختلف خط‌مشی‌گذاری عمومی مانند چارچوب‌ها، نظریه‌ها و الگوها، برای ارتقا فهم از موقعیت و ساده‌سازی آن طراحی و تدوین شده‌اند ولی استفاده از آن‌ها، نیازمند شناخت تمایز آن‌ها با یکدیگر است. این پژوهش، از حیث جهت‌گیری پژوهش بنیادی، از نظر نوع داده‌ها کیفی است که برای تجزیه‌وتحلیل داده‌ها، از روش مرور ادبیات نظام‌مند استفاده شده است. یافته‌های پژوهش نشان می‌دهد مفاهیمی از خط‌مشی‌گذاری عمومی که قابل طرح در سطح چارچوب‌ هستند شامل چارچوب توسعه و تحلیل نهادی و چارچوب ائتلاف مدافع، مفاهیم مطرح در سطح نظریه شامل نظریه تعادل گسسته، نظریه جریانات چندگانه، نظریه شبکه‌های خط‌مشی و نظریه ساخت اجتماعی و مفاهیم قابل بررسی در سطح الگو شامل الگوی عقلایی، الگوی فرایندی، الگوی نهادی، الگوی سیستمی و الگوی آشفته می‌شوند. علاوه بر این، سطوح مفهومی خط‌مشی‌گذاری عمومی از طریق معیارهای مشترکی با یکدیگر نیز دارای ارتباط طولی هستند. این معیارها عبارت‌اند از: هدف، نگاه به بازیگران و عرصه کنش. بررسی این سطوح مفهومی و مقایسه آن‌ها با یکدیگر، دانش‌پژوه خط‌مشی را توانا می‌سازد تا اثر علمی خود را میان این سطوح مفهومی تعیین وضعیت کند، محدوده و مرزهای آن را تعیین کند و از مشتبه‌سازی الگوها با نظریه‌ها و نظریه‌ها با چارچوب‌ها پرهیز کند.

strategies for simplifying public policy making: reviewing frameworks, theories and models

not everyone can pursue everything or examine every subject. the different conceptual levels of public policy making, including frameworks, theories and models, are designed and developed to enhance understanding and simplify complex situations. however, using them requires recognizing their distinctions. this research is a fundamental in orientation, qualitative in terms of data type, and utilizes a library-based method for data collection. a systematic literature review method has been employed for data analysis. the findings of the study indicate that public policy making concepts applicable at the framework level include the institutional development and analysis framework and the advocacy coalition framework. the concepts classified at the theory level include the discrete equilibrium theory, the theory of multiple streams, the theory of policy networks, and the theory of social construction. at the model level, the rationality model, process model, institutional model, systemic model and garbage can model are examined. furthermore, the conceptual levels of public policy making are also longitudinally connected through common criteria, including objectives, approach of actors, field of action. examining and comparing these conceptual levels enables policy scholars to position their scientific contributions within these levels, define their boundaries, and avoid confusion among models, theories, and frameworks.
