واکاوی چشم‌انداز‌ها و رسالت‌های آموزش عالی ایران در افق 1404؛ تحلیلی بر اولویت‌ها و فرصت‌ها

دانشگاه ‌ها در شکل دادن به آینده جامعه جهانی در زمینه توسعه پایدار نقش مهمی دارند و این امر از طریق تولید دانش جدید میسر می‌شود. این نقش خطیر آموزش عالی، جوامع را به ترسیم چشم‌انداز‌ها و رسالت‌هایی برای این نهاد مهم سوق داده است. هدف از پژوهش حاضر، واکاوی چشم‌انداز‌ها و رسالت‌های آموزش عالی ایران در افق 1404 به روش ترکیبی اکتشافی است. جامعه آماری پژوهش حاضر، منابع بالادستی، صاحب‌نظران حوزه آموزش عالی کشور و نیز اعضای هیئت علمی و دانشجویان دکتری دانشگاه اصفهان در سال تحصیلی 1394-1395 بوده‌اند. ابزار جمع‌آوری داده‌ها، تحلیل محتوای کیفی منابع بالادستی، مصاحبه نیمه‌ساختاریافته و پرسشنامه بود. یافته‌های پژوهش نشان داد که چشم‌انداز‌ها و رسالت‌های آموزش عالی ایران را می‌توان در سه مقوله آموزش، پژوهش و خدمات مورد بررسی و تحلیل قرار داد. اولویت‌بندی چشم‌انداز‌ها و رسالت‌ها نیز نشان داد «دستیابی به عدالت آموزشی» به‌عنوان اولویت نخست توسط صاحب‌نظران حوزه آموزش عالی و همچنین اعضای هیئت علمی و دانشجویان دکتری مشخص شده است. علاوه بر این، مشاهده گردید که «نیاز‌های اجتماعی» به‌عنوان مهم‌ترین فرصت در زمینه تحقق چشم‌انداز‌ها و رسالت‌ها از دیدگاه صاحب‌نظران مطرح می ‌باشد.

a study of the visons and missions of iran’s higher education in 2025 plan:an analysis of priorities and opportunities

university plays an important role in shaping the future of global community in the field of sustainable development. this objective is attainable through production of modern knowledge. this very role of higher education has encouraged the societies to plan visions and missions for this significant institution. the objective of this paper is to study the missions and visions of iran’s higher education in 2025 plan through mixed explorative methods. the research population of the present study consisted of higher-level documents, experts of higher education, faculty members and the phd students of isfahan university in 2015-2016 academic year. content analysis method was used to analyze the higher-level documents and semi-structured interviews and questionnaire were used to collect the data. the findings of the research show that the missions and visions of iran’s higher education can be categorized into three categories for the sake of analysis: teaching, research and services. the prioritization of the missions and visions showed that “attaining educational justice” has been determined as the first priority by the higher education experts, the university faculty members and the phd students. moreover, the findings also show that according to the experts, “social needs” are the most “important opportunity” in the field of realization of the missions and visions.
