سیاست و برنامه ریزی زبانی: رویکرد میان رشته ای مغفول در حوزه سیاستگذاری های کلان فرهنگی و آموزشی کشور

سیاست و برنامه‌ریزی زبانی به‌مثابه شاخه‌ای از حوزه جامعه‌شناسی زبان در چند دهه اخیر و متاثر از تحولات مختلف در عرصه جهانی و نیز سطوح ملی با توجه فزاینده‌ پژوهشگران و سیاست‌گذاران همراه بوده است. با وجود اهمیت انکارناپذیر این شاخه میان‌رشته‌ای که پیوندی عمیق با تحولات جهانی و ملی دارد، بررسی مقوله زبان در ایران بیانگر آن است که به‌رغم کارآمدیِ بهره‌گیری از این شاخه در حل شماری از مشکلات در حوزه زبان و نیز رفع چالش‌های بالقوه پیشِ‌رو، سیاست و برنامه‌ریزی زبانی چه در عرصه پژوهش و چه در عرصه سیاست‌گذاری‌های کلان فرهنگی و آموزشی مغفول مانده است. بنابراین در این مقاله ضمن معرفی این شاخه و مفاهیم آن، تصویری از زیست‌بوم زبانی جامعه ایران ارائه می‌گردد. سپس با هدف نشان‌دادن اهمیت توجه به این شاخه و بهره‌گیری گام به گام از این رویکرد، جایگاه زبان‌های محلی در قالب چارچوبی پیشنهادی، بررسی و تحلیل شده است؛ موضوعی که در سال‌های اخیر علاوه بر دامن‌زدن به دغدغه‌ها و برخی انتقادها، استعداد تبدیل به چالشی در آینده نه‌چندان دور را خواهد داشت. یافته‌های حاصل از این تحلیل بیانگر ضرورت جدّی مواجهه علمی با آن از یک‌سو و از سویی دیگر کارآمدی بهره‌گیری از آن در راستای رفع چالش‌ها و تقویت بنیان‌های سیاسی، فرهنگی و اجتماعی جامعه ایران خواهد بود.

language policy and planninga neglected interdisciplinary approach in macro-political and macro-cultural policy making in iran

language policy and planning, as a branch of sociology of language, under the influence of various developments in international as well as national arenas, have drawn the increasing attention of researchers and policymakers over the past few decades. despite the undeniable significance of this interdisciplinary branch that has strong ties with international and national developments, a review of the issue of language in iran indicates that despite the effectiveness of this discipline’s application in solving many problems in the field of language as well as the potential forthcoming challenges, language policy and planning have been neglected both in research as well as cultural and educational macro-policymaking processes. therefore, in this paper, while introducing this discipline and its concepts, a picture of the language ecosystem of iranian society is depicted as well. in the next step, in order to underline the significance of heeding this discipline and step-by-step utilization of this approach, the status of local languages have been studied and analyzed within the proposed framework; an issue, which in the recent years, besides creating some concerns and criticisms, will be capable of turning into a challenge in the near future. the findings of this research, on the one hand, underline the necessity of serious scientific handling of this issue, and, on the other, the effectiveness of its application for removing the challenges and enhancing the political, cultural, and social foundations of the iranian society.
