فرهنگ، نهادهای رسمی و توسعه اقتصادی

یادگیری بیشتر درباره تعاملات میان نهادها (رسمی و غیررسمی) شرط لازم برای بهبود عملکرد اقتصادی است. در این مقاله یک بعد از این تعاملات نهادی، یعنی رابطه میان فرهنگ و نهاد رسمی قانون بررسی‌شده است. مسئله اصلی این تحقیق نسبت میان فرهنگ و نهادهای رسمی خصوصاً قانون به‌عنوان یکی از عوامل توسعه و پیشرفت اقتصادی است.این بررسی، با روش توصیفی تحلیلی در چارچوب نظری «اقتصاد نهادی جدید» انجام شده است. یافته‌های تحقیق حاکی از آن است که اثر پیوند، مانع مهمی در اجرای قوانین بدون توجه به شرایط فرهنگی است. فرهنگ، انگیزه اجرای نهادهای رسمی را فراهم می‌کند و در صورت بروز تضاد میان قانون و فرهنگ، مردم ترجیح می‌دهند از فرهنگ خود پیروی کنند، با این‌حال قوانین ممکن است به‌مرور زمان حتی با اجرای ناقص، فرهنگ را تغییر دهند. اما جهت این تغییر لزوماً مثبت نیست. فرهنگ و قوانین اگر مکمل نباشند به‌مرور زمان یا در اثر تکانه‌ها زائل می‌شوند.

culture, official institutions and economic development

gaining more knowledge on interactions among institutions and organizations (official and unofficial) is a prerequisite for improvisation of economic performance. in this article, one aspect of these institutional interactions that is, the relationship between culture and the official institution of law, is examined. the principal aim of this research work is finding the relationships between culture and official institutions, law in particular, as a key factor of economic development. this study has adopted a descriptive-analytical methodology and developed through new institutional economics (nie) perspective. findings of the paper show that bond effect is a serious obstacle to enforcement of laws irrespective of cultural conditions. culture inspires official institutions to act and in case of contradiction between law and culture, people prefer to follow their culture, whereas laws may change culture in the course of time even with incomplete enforcement, but these changes are not always positive. culture and law must be complementary otherwise they will fade in the course of time or as a result of shocks.
