امکان‌سنجی شکل‌ گیری سامانه منطقه‌ای در شورای همکاری خلیج‌فارس

دگرگونی‌های ساختاری در روابط بین‌الملل پس از پایان جنگ‌ سرد، جهان را وارد مرحله انتقالی با ویژگی‌های تازه کرده است. این تحول باعث شده تا همکاری‌های منطقه‌ای در نقاط گوناگون جهان اهمیت بیشتری پیدا کند؛ به‌گونه‌ای که موفقیت در سیاست‌های منطقه‌ای، نه‌تنها تابعی از تدبیر هر یک از کشورهای منطقه، بلکه مستلزم مشارکت کلیه کشورهای منطقه در فرایند منطقه‌گرایی است. منطقه‌گرایی نیز در بستر یک سامانه منطقه‌ای امکان‌پذیر می‌شود. با عنایت به اینکه شورای همکاری خلیج‌فارس به‌عنوان یکی از مهم‌ترین طرح‌های منطقه‌گرایی در میان سایر طرح‌ها در منطقه خاورمیانه و شمال آفریقا مطرح است، در این مقاله درصدد هستیم امکان شکل‌گیری سامانه منطقه‌ای شورای همکاری خلیج‌فارس را با ارائه یک الگوی تحلیلی در چارچوب سامانه سیاسی، سامانه اقتصادی، سامانه ‌امنیتی و سامانه اجتماعیفرهنگی موردسنجش قرار دهیم. فرض مهم این نوشتار آن است که شورای همکاری خلیج‌فارس با چالش‌ها و محدودیت‌های درون‌منطقه‌ای (متغیرهای درون‌سامانه‌ای) زیادی مواجه نیست که موفقیت آن را با تردید روبه‌رو سازد. یافته‌های پژوهش نیز با بررسی متغیرهای سیاسی، اقتصادی، امنیتی، اجتماعی فرهنگی در چارچوب سامانه سیاسی، سامانه اقتصادی، سامانه امنیتی و سامانه اجتماعی فرهنگی این فرض را تایید می‌کند.

Feasibility of Forming Regional System in the Persian Gulf Cooperation Council

Structural transformation in international relations after the Cold War has entered the world into a new phase with transition characteristics. This has made regional cooperation around the world more important. Therefore, regional policies have not only become a measure of success in each of the countries in the region, but also they require the participation of all countries in the region in the process of regionalism. Regionalism is only possible in the context of a regional system. The Persian Gulf Cooperation Council is one of the most important projects, in the Middle East and North Africa. In this article, we try to study the feasibility of forming a regional system in the Persian Gulf Cooperation Council by an analytical model based on variables affecting the political, economic, security and socio cultural context of political, economic, security and social systems. This article assumes that due to challenges and limitations facing the Persian Gulf Cooperation Council, it has not obtained a great deal of success in the context of integration and regionalism The Persian Gulf Cooperation Council is now faced with uncertainty. The findings also indicate that variables affecting the political, economic, security and socio cultural context of political, economic, social, security and cultural systems, confirms this assumption
