مولفه‌های حکمرانی فرهنگ پایه در اندیشه آیت‌الله خامنه‌ای (مدظله العالی)

حکمرانی فرهنگ پایه دستگاهی مفهومی است که جاری‌سازی آن در ساحت کلان، به چرخش بنیان‌های مسلط بر ساحت سیاست‌گذاری منتج می‌شود. از یک منظر می‌توان گفت در آن، فرهنگ به‌مثابه مبنای حکمرانی موردتوجه قرار می‌گیرد. از سوی دیگر با توجه به زیست‌بوم و بافتار فرهنگی جمهوری اسلامی ایران، توجه به رویکرد فوق و سامان‌بخشی مناسبات حکمرانی و فرهنگ را ضروری می‌نماید. پژوهش حاضر در پی پاسخ به این سوال است که با توجه به اندیشه‌ی آیت‌الله خامنه‌ای مولفه‌های حکمرانی فرهنگ پایه را استخراج نماید. مولف در مرحله گردآوری داده از روش اسنادی و کتابخانه‌ای بهره برده و در ساحت تحلیل داده‌ها بر اساس نظریه داده بنیاد پیش رفته است؛ در مرحله نخست گفتارهای آیت‌الله خامنه‌ای در سال‌های 1368 تا 1402 مورد تحلیل قرار گرفت و در حدود 165 گفتار که ارتباط وثیقی با پژوهش حاضر داشتند، گردآوری شد. محتوای استخراج‌شده با استفاده از نرم‌افزار 2020maxqda به‌صورت دقیق تجزیه‌وتحلیل شد و واحدهای مضمونی که تناسب غلیظ‌تری با موضوع داشتند، انتخاب و در قالب کدها و مضامین پایه سامان‌دهی شدند. با بررسی گفتارها 430 گزاره، 750 مضمون پایه، 195 مفهوم‌محوری و سازمان‌دهنده و درنهایت با استفاده از کدگذاری انتخابی 43 مضمون فراگیر حاصل شد. درنتیجه این پژوهش حکمرانی فرهنگ پایه به‌عنوان یکی از اصول بنیادین حکومت اسلامی و در نظریه آیت‌الله خامنه‌ای به‌عنوان راهکاری کلیدی برای نیل به اهداف انقلاب اسلامی به‌طور ویژه‌ای مطرح‌شده است. ایشان بر این باورند که فرهنگ اسلامی، به‌عنوان یکی از اجزای اساسی هویت ملی، می‌بایست در سیاست‌های کلان کشور به‌عنوان محوری بنیادین و راهبردی موردتوجه قرار گیرد.

these days, the concept of cultural governance and its components is gaining attention in many countries around the world. even in nations that have had a minimal approach to culture, culture is being used as a tool to implement the necessary policies for today’s societies. the relationship between the two areas of &culture& and &governance& has been a focus for thinkers and rulers recently, and this reciprocal relationship between culture and governance holds potential for management and cultural changes in the islamic republic, some of which have already been realized. the main question of this research is: what are the components of foundational cultural governance in the thoughts of ayatollah khamenei? this research takes an inductive approach and employs a qualitative method based on grounded theory. to identify the components of foundational cultural governance, the statements and viewpoints of the leader from 1989 to 2023 were analyzed, and then 165 statements related to foundational cultural governance were gathered. for a precise content analysis, the software 2020 maxqda was used, and relevant points related to the research topic were extracted from selected paragraphs in the form of coded themes and concepts. after examining the statements, 430 propositions were extracted; in the open coding phase, 750 codes were developed; in the axial coding phase, 195 concepts were identified; and finally, from the selective coding, 43 main categories emerged, which were analyzed under four foundational components: cultural management, cultural engineering, strategic cultural management, and cultural policymaking.
