تدوین سیاست های توسعه هاب های پتروشیمی درون سرزمینی بر مبنای رویکرد آینده پژوهی

سیاست گذاری بهینه در صنعت پتروشیمی همواره به عنوان یکی از اولویت‌های استراتژیک در اسناد فرادستی مطرح بوده است. کشور ایران به دلیل برخورداری از ذخایر غنی نفت و گاز، یکی از تولیدکنندگان مطرح انرژی در جهان به شمار می رود. از این رو در نظر گرفتن سناریوهای مبتنی بر آینده در خصوص صنایع پتروشیمی بویژه ایجاد هاب‌های درون سرزمینی بسیار ضروری است. در پژوهش‌ حاضر از روش‌های‌ تحلیل‌ محتوای‌ کیفی‌، تبیین‌ سناریو، اولویت‌بندی‌ گزاره‌ها، برنامه‌ریزی‌ پابرجا در شرایط‌ عدم قطعیت‌ و ارزیابی‌ راهبردها بوده و در سه فاز انجام شده است. بر این اساس با 20 خبره مصاحبه انجام شده است. نتایج تحقیق نشان داد سناریوهای خوشبینانه بر کاهش تحریم‌ها، ثبات اقتصادی و نرخ ارز، تامین مالی خارجی، مشارکت سرمایه گذاران داخلی و دسترسی به تکنولوژی مبتنی است اما مشروط به اینکه دولت مشارکت مستقیم داشته باشد. برقراری این شرایط نیازمند ایجاد یک تغییرات در سیاست خارجی با هدف تحریم زدایی است که در پی آن انتظار می رود سایر شرایط نیز برقرار گردد. در سناریوهای متوسط نیز اهمیت کاهش تحریم‌ها همچنان برقرار است و بدون آن نمی‌توان نسبت به توسعه هاب‌های پتروشیمی امیدوار بود. سایر شرایط سناریوهای خوشبینانه با کمک دولت در انجام این پروژه در این سناریوها برقرار است. از این رو نحوه‌ی مداخله دولت در انجام این پروژه‌ها تعیین کننده خواهد بود.

one of the strategic priorities in the above documents. iran is one of the leading energy producers in the world due to its rich oil and gas reserves. therefore, it is very necessary to consider the scenarios based on the future regarding the petrochemical industries, especially the creation of intraterritorial hubs. in the present research, among the methods of qualitative content analysis, scenario explanation, proposition prioritization, sustainable planning in the conditions of uncertainty, and strategy evaluation, it was done in three phases. based on this, 20 experts have been interviewed. the results of the research showed that the optimistic scenarios are based on the reduction of sanctions, economic stability and exchange rate, foreign financing, participation of domestic investors, and access to technology, but provided that the government has direct participation. establishing these conditions requires making changes in foreign policy with the aim of removing sanctions, after which it is expected that other conditions will also be established. in medium scenarios, the importance of reducing sanctions is still maintained, and without it, we cannot hope for the development of petrochemical hubs. other conditions of optimistic scenarios with the help of the government in carrying out this project are established in these scenarios. therefore, the way the government intervenes in carrying out these projects will be decisive.
