سپهر حکمرانی مطلوب: از آموزه های علوی تا شاخص‌های جهانی

امروزه، حکمرانی مطلوب به عنوان یکی از نظریه‌ها و الگوهای غالب در عرصه اداره و راهبری مطرح و در کانون توجه فزاینده اندیشمندان و فعالان توسعه و همچنین دستورکار ویژه دولت‌ها و جوامع معاصر قرار گرفته است. بااین‌وجود، حکمرانی مطلوب مقوله‌ای مدرن به‌شمار نمی‌رود و ریشه‌های نظری و عملی آن به آموزه‌‌های اسلامی بر می‌گردد و در سپهر حکمرانی علوی به عنوان یک نقطه عطف در تاریخ حکمرانی بشری متبلور می‌شود. دراین‌راستا، هدف پژوهش حاضر بازخوانی تطبیقی شاخص‌های امروزین حکمرانی مطلوب و آموزه‌های حکمرانی علوی است که در نامه 53 نهج‌البلاغه (منشور حکمرانی علوی) به عنوان یک سند مرجع و نقشه‌راه جامع منعکس می‌شود. مقاله حاضر با بهره‌گیری از روش توصیفی-تحلیلی به بازخوانی اصول و ارکان این پارادایم مدیریتی-سیاستی می‌پردازد و سپس هر یک از این مولفه‌ها را با استناد به آموزه‌های علوی مورد بررسی تطبیقی قرار می‌دهد. یافته‌های پژوهش حاضر نشان می‌دهد شاخص‌های حکمرانی مطلوب نه تنها در آموزه‌های حکمرانی علوی مورد معرفی و تاکید قرار گرفته است بلکه این آموزه‌ها با جهت‌گیری آینده‌گرایانه و ماهیت فرازمانی و فرامکانی، الزامات و اقتضائات امروزین حکمرانی مطلوب جوامع مدرن را نیز مورد ترسیم و ارائه قرار می‌دهد. براین‌اساس، استلزامات حکمرانی مطلوب در قالب اصول پاسخگویی، مشارکت، شفافیت، قانون‌مداری و کارآمدی ناظر بر روابط متقابل و متوازن دو رکن جامعه و حکومت با محوریت عدالت به عنوان جوهره حکمرانی مورد معرفی و تصریح منشور حکمرانی علوی قرار گرفته است.

the sphere of good governance: from alavi teachings to world indexes

nowadays, good governance (gg) is considered as a dominant theory and pattern in administration and located at the focus of development thinkers and activists as well as the agenda of modern states and societies. however, gg is not perceived as a contemporary issue and its theoretical and practical roots refer back to islamic teachings and are reflected in alavi governance as a turning point in human governance history. the purpose of the present study is to read comparatively the modern gg indexes and alavi governance teachings reflected in letter no. 53 of nahj-albalagheh (alavi governance charter) as a reference document and comprehensive roadmap. having applied a descriptive-analytical methodology, the present paper seeks to read the principles and pillars of this new managerial-political paradigm and then investigates the given features with reference to alavi teachings. the findings indicate that not only the gg features have been introduced and emphasized in alavi governance teachings, but also the teachings, with a futuristic orientation as well as trans-temporal and trans-spatial nature, envision and present the gg requirements of modern societies. accordingly, gg requirements have been introduced and emphasized in alavi governance charter through the principles of accountability, transparency, participation, rule of law and effectiveness ruling on the mutual and balanced relationship of government and civil society based on justice as the spirit of governance.
