از منظر حکمروایی؛ تبیین چالش‌های مدیریت ساخت‌وساز شهری تهران در مسیر تحقق توسعه پایدار

ساخت‌وساز پایدار، یکی از پایه‌های توسعه پایدار است، و تحقق آن در شهر تهران که سهم قابل توجهی  از ساخت‌وساز و تولید محیط مصنوع در کشور ایران را در برمی‌گیرد، اهمیتی مضاعف دارد. در این بین مدیریت‌شهری به عنوان متولی تحقق توسعه پایدار شهری نقشی مهم و بی‌بدیل دارد. ازاین‌رو هدف این پژوهش، تبیین حکمروایانه چالش‌های مدیریتی ساخت‌وساز پایدار در شهر تهران است. به این‌منظور از روش ترکیبی و راهبردهایی چون تحلیل مضمون، تحلیل codas استفاده شده‌است. آنچه از تحلیل‌ داده‌ها بدست آمد، نشان‌داد که مدیریت شهری تهران در مسیر تحقق ساخت‌وساز پایدار شهری با دو دسته چالش‌های رویه‌ای و محتوایی که در مجموع شامل 14 چالش می‌شود روبه‌روست؛ که مهم‌ترین آن‌ها مواجهه با «سازمان غیر اجتماعی مدیریتی» است، که طی ده‌ها سال شکل‌گرفته‌است. موضوعی که بیش از پیش بر اهمیت پرداختن به حکمروایی خوب شهری در شهر تهران صحه گذاشته و نشان می‌دهد که بدون مواجهه‌ای فراگیر، برانگیزاننده و اتخاذ راهبردهایی نوید بخش، امکان گذر از آن برای رویارویی با چالش‌هایی مترقی‌تر همچون یکپارچه‌ کردن سازمان مدیریت شهری، توجه به تاب‌آوری، ارتقا آگاهی ذی‌نفعان و غیره، محقق نخواهد شد. در نهایت نیز چالش‌های احصا شده در قالب مدلی مفهومی عرضه می‌شود.

From Governance View; Explanation the Challenges of Tehran’s Urban Building Management to Attaining Sustainable Urban Development

Sustainable construction is one of the foundations of sustainable development, and its realization in the city of Tehran, which includes a significant share of construction and production of artificial environment in Iran, is doubly important. In the meantime, urban management as a custodian of the realization of sustainable urban development has an important and irreplaceable role. Therefore, the purpose of this study is to authoritatively explain the management challenges of sustainable construction in Tehran. For this purpose, combined methods and strategies such as content analysis and CODAS analysis have been used. What was obtained from the data analysis showed that Tehran’s urban management is facing two categories of procedural and contextual challenges on the way to achieving sustainable urban construction, which includes a total of 14 challenges, the most important of which is the confrontation with the &managerial nonsocial organization&, which has evolved for decades. This issue has increasingly confirmed the importance of good urban governance in Tehran and shows that without comprehensive, motivating and promising strategies, it will be impossible to face more progressive challenges such as the integration of the urban management organization, Resilience enhancement and stakeholder awareness in the future. Finally, the identified challenges are presented in the form of a conceptual model.
