سیمای حکمرانی مطلوب در ایران: از ظرفیت تا فرصت

امروزه، حکمرانی مطلوب به‌عنوان یکی از نظریه‌ها و الگوهای غالب در عرصه اداره و راهبری جوامع مدرن مطرح و در دستورکار اندیشمندان و نهادهای توسعه و همچنین دولت‌ها و جوامع جهانی قرارگرفته‌است. دراین‌راستا، فرایند ساخت‌دهی و جهت‌دهی نهادی یک جامعه برای توسعه، مبین نظام حکمرانی آن جامعه است که اصول، ساختار و مکانیسم‌های حاکم بر ساماندهی و اعمال قدرت عمومی به‌عنوان مرکز ثقل حکمرانی در اسناد بالادستی آن جوامع درج شده و منعکس می‌شود. براین‌اساس، پژوهش حاضر با استفاده از روش توصیفیتحلیلی و تطبیقیاسنادی به بازخوانی و بازنمایی مولفه‌های حکمرانی مطلوب در عالی‌ترین سند و مرجع حقوقی جمهوری اسلامی ایران می‌پردازد. یافته‌های پژوهش حاضر نشان می‌دهد که اصول حکمرانی مطلوب پاسخگویی، شفافیت، مشارکت، حاکمیت قانون و کارآمدی در قانون اساسی جمهوری اسلامی ایران موردتوجه و تاکید قرارگرفته‌است و ایران اسلامی از ظرفیت بالقوه قانونی به‌منظور اتخاذ و اعمال نظریه و الگوی حکمرانی مطلوب برخوردار است. بااین‌وجود، بهره‌برداری از این فرصت بالفعل و تحقق کامل این پارادایم غالب مدیریتیسیاستی مستلزم تقویت جامعه‌ مدنی و تثبیت توازن و تعادل میان حکومت و جامعه‌ مدنی به‌عنوان دو رکن اساسی حکمرانی مطلوب است.

The Profile of Good Governance in Iran: From Capacity to Opportunity

Nowadays, good governance is considered as a dominant theory and pattern in governing modern societies and set on the agenda of development thinkers and institutions as well world states and societies. In this regard, the institutional structuring and orientating process of society for development characterize its governance system and the principles, structures and mechanisms for organizing and exercising public power and authority as the focal point of governance is included and reflected in its upstream documents. Accordingly, having applied a descriptiveanalytic as well as comparativedocumentary method, the present study reads and represents the characteristics of good governance in the premier legal reference document of the I.R. Iran. The findings indicate that good governance principlesaccountability, transparency, participation, rule of law, and efficiency have been considered and emphasized in the I.R. Iran Constitution and, therefore, Iran enjoys the legitimate potential capacity for acceptance and implementation of good governance theory and pattern. However, the use of this actual opportunity and full realization of this dominant managerialpolitical paradigm requires strengthening of civil society and establishing a balance between government and civil society as the two basic pillars of good governance.
