بایستگی‎های انسانی اجرای الگوی اسلامی_ ایرانی پیشرفت

الگوی پایه اسلامی_ ایرانی پیشرفت به‌عنوان ترسیم‌گر اهم مبانی و آرمان‏های پیشرفت و افق مطلوب کشور در نیم‌قرن آتی، ابلاغ شده است و هم‌اکنون این سند بالادستی در فرایند تضارب آرا و تعاطی افکار قرارگرفته است تا عندالاقتضاء تکمیل‌شده و ارتقا یافته و ابلاغ شود. ازآنجاکه در ایران معاصر تجارب تدوین و اجرای احکام و اسناد بالادستی نظیر قانون اساسی، فرمان هشت ماده‎ای امام (ره)، برنامه‎های توسعه پنج‌گانه، سیاست‌های کلی نظام و سند چشم‎انداز بیست‌ساله وجود دارد که کمابیش توفیقات نسبی در تحقق آن‌ها وجود داشته است؛ هدف این پژوهش آسیب‏شناسی و کالبدشکافی فاصله معناداری است که بین ظرفیت‎های بالفعل و بالقوه تمدن اسلامی _ایرانی و دست‌یافته‌های آن‌ها تا مطلوبات و حتی مقدورات، مشاهده و به این سوال پاسخ داده می‏شود که نقش «عامل انسانی» به‌عنوان ‌یکی از علل و عوامل اصلی عدم‌تحقق کامل احکام و اسناد بالادستی موصوف چیست و الزامات و اقتضائات مربوط به عامل انسانی در مسیر تحقق الگوی اسلامی _ایرانی پیشرفت، کدام‌اند. این پژوهش از نظر هدف کاربردی و روش تحقیق آن مطالعه اسنادی است. براساس یافته‌های تحقیق؛ برای حصول اطمینان از تحقق الگوی اسلامی _ایرانی پیشرفت بایستی به مردم (لشکریان پیشرفت) برای ایجاد زمینه مشارکت و همراهی با مداخلات اصلاحی و توسعه‎ای توجه کرد و بر این اساس پیشنهاد می‏شود برای ایجاد آرامش‌خاطر و اطمینان‌بخشی آنان نسبت به آینده، یک نظام رفاه و تامین ‎اجتماعی چندلایه را سامان داد.

Human Requirements of Islamic-Iranian Model of Progress

The basic IslamicIranian model of progress had been announced as a depiction of the most important principles and ideals of progress and the desired horizon of the country in the next halfcentury, and now this upstream document was completed, upgraded and communicated in the process of conflicting opinions as needed. Since in contemporary Iran, there were experiences of compiling and implementing upstream documents such as the constitution, the eightarticle decree of Imam Khomeini, the five years development plans, the country general policies and the 20year vision document, which were more or less relative successes; The aim of this study was pathology of The significant gap between the actual and potential capacities of IslamicIranian civilization achievements, And the question was answered what is the role of human factor as one of the main causes and factors of nonfulfillment of the above documents and what are the requirements related to The human factor in the realization of IslamicIranian model of progress. This is an applied research in terms of purpose and its research method was documentary study. Based on research findings, To ensure the realization of the IslamicIranian model of progress, we must pay attention to the people (Progress Divisions) to create the ground for participation and cooperation with reform and development interventions. Accordingly, it was suggested that a multilayered welfare and social security system was established to create peace of mind and reassurance for the future.
