احزاب سیاسی در نظام انتخابات جمهوری اسلامی ایران آسیب‌ها و راهکارها

احزاب سیاسی کارویژه های متعددی دارند که کسب قدرت سیاسی یکی از این کارویژه ها است. ایجاد بسترهای قانونی برای مشارکت سیاسی افراد مختلف، مهم‌ترین مسئله ای است که فرا روی کنشگران سیاسی قرار دارد و در همین زمینه، رابطه احزاب سیاسی با نظام انتخابات اهمیت پیدا می کند. اگر چه بسترهای قانونی فعالیت احزاب سیاسی در ایران فراهم است، اما هنوز در نظام انتخابات ایران کارآمد نیستند. هدف این پژوهش، شناسایی آسیب های فراروی کارآمدی احزاب سیاسی در نظام انتخابات ایران و همچنین ارائه راهکارهایی موثر برای رفع این آسیب هاست. برای دستیابی به این هدف از روش دلفی و تکنیک شانون استفاده شده است. پژوهشگران در دو مرحله به‌صورت مصاحبه و پرسش‌نامه، دیدگاه های10 نفر از صاحبنظران را در حوزه انتخابات جمع آوری کردند و سپس داده های به‌دست آمده از اجماع صاحبنظران با تکنیک شانون مورد بررسی قرار گرفت. یافته ها نشان داد که مهم‌ترین آسیبی که منجر به ناکارآمدی احزاب سیاسی شده، از دسته آسیب های «ساختاری» است و پس از آن، دسته آسیب های «قانونی»،« اقتصادی»، « عملکردی » و«فرهنگی» قرار دارند.

Political Parties in the Electoral System of the Islamic Republic of Iran:Pathology and Solutions

Political parties have several functions, one of which is gaining political power. Creating a legal framework for the political participation of different individuals is the most important issue facing political actors, and in this context, the relationship between political parties and the electoral system is important. Although the legal framework for the activities of political parties in Iran is available, they are still not efficient in the Iranian electoral system. The purpose of this study is to the pathology of political parties And also provide effective solutions to eliminate the harms. Although the legal framework for the activities of political parties in Iran is available, they are still not efficient in the Iranian electoral system. The purpose of this study is to identify the harms to the efficiency of political parties in the Iranian electoral system and also to provide effective solutions to eliminate these harms. To achieve this goal, the Delphi method and Shannon technique have been used. In two stages, the researchers collected the views of 10 experts in the field of elections through interviews and questionnaires, and then the data obtained from the consensus of experts were analyzed using the Shannon technique. The findings showed that the most important damage that led to the inefficiency of political parties is in the category of &structural& damage, followed by &legal&, &economic&, &functional& and &cultural& damage.
