نقش راهبردی شفافیت آرای نمایندگان در کارآمدی مجلس شورای اسلامی از نگاه حکمرانی مطلوب

شفافیت در آشکارشدن چگونگی تصمیم‌گیری حاکمان در عرصه قدرت به‌عنوان شاخصی از کیفیت سیاست و حکمرانی، یکی از پایه‌های اصلی دموکراسی و جمهوریت و از عوامل ارزیابی اجتماعی در ایجاد حکمرانی مطلوب است. شفافیت به‌عنوان یکی از ابزارهای نظارت مردمی بر پارلمان و تاثیرگذار بر فرایند تصمیم‌گیری در کشورهاست و می‌تواند بستر تحول در عرصه قانون‌گذاری را آماده کرده و فرصتی برای آغاز اصلاحات ساختاری در بخش‌های مختلف جامعه باشد. مجلس شورای اسلامی به‌عنوان یکی از قوای اساسی نظام جمهوری اسلامی ایران، در فرایند تصمیم‌گیری‌های کشور، نقشی اساسی را به‌عهده دارد که این مهم در کلیه اصول فصل ششم قانون اساسی جمهوری اسلامی ایران آمده است. از آنجا که شفافیت آرای نمایندگان از عوامل تعیین‌کننده در فرایند تصمیم‌گیری مجلس شورای اسلامی است، در این تحقیق، به بررسی ابعاد مختلف شفافیت و نقش آن در کارآمدی مجلس شورای اسلامی از طریق آرای نمایندگان، در چارچوب نظریه حکمرانی مطلوب پرداخته می‌شود. در این مقاله این پرسش را مطرح کرده‌ایم که: شفافیت آرای نمایندگان چه نقشی در کارآمدی مجلس شورای اسلامی از منظر حکمرانی مطلوب دارد؟ در پاسخ به پرسش فوق این فرضیه را مطرح کرده‌ایم که به‌ نظر می‌‌رسد شفافیت آرای نمایندگان مجلس علاوه بر تحقق حق ذاتی مردم در آگاهی‌داشتن و نظارت بر وکلای خود، امکان اطلاع همه مردم از فرایند قانون‌گذاری و نظارت بر آن را فراهم می‌آورد و سلامتی و کارایی مجلس را تضمین می‌‌کند. در این پژوهش از روش توصیفیتحلیلی بهره گرفته شده است.

The Strategic Role of the Representatives Votes in the Islamic Consultative Assembly Efficacy from Good Governance Perspective

Transparency in how leaders make decisions in the sphere of power considered as a measure of political efficiency, the main foundations of democracy, and one of the variables involved in the social appraisal of the development of good governance. Transparency is assumed to be one of the instruments of popular oversight on parliament, affects the decisionmaking process in countries, and paved the way for enhancement of legislation, and offers an opportunity to initiate structural reforms in various sections of society. As one of the central elements of the Islamic Republic of Iran, the Islamic Consultative Assembly plays a vital role in the country’s decision making process. which, is laid out in all of the principles of section six of the Constitution of the Islamic Republic of Iran. Since the transparency of the votes of the delegates is one of the determining factors in the decisionmaking process of the Islamic Consultative Assembly, this study explores the various dimensions of transparency and its function, through the votes of representatives in the context of good governance to address the efficacy of the Islamic Consultative Assembly. The main research question of this article is: what role does the transparency of the representatives’ votes play in the Islamic Republic of Iran Consultative Assembly effectiveness from the goodgovernance perspective? In order to answer this question we raise the following hypothesis: It seems, in addition to the realization of the constitutional right of voters to supervise their representatives, the transparency of the votes of Members of Parliament makes it easier for all people to be aware of a parliamentary mechanism that guarantees the health and effectiveness of the Parliament. This research utilizes a descriptiveanalytic approach.
