کاربست راهبرد مدارای سیاسی در الگوی حکمرانی نظام جمهوری اسلامی ایران از دیدگاه شهید مطهری

انقلابیون در سال‌های آغازین قیام مردمی در ایران علیه نظام شاهنشاهی با تاکید و اصرار بر مولفه‌های سلب مشروعیت از سلسله‌ی پهلوی، جریان مبارزه را سامان دادند. براین‌اساس نخبگان انقلابی در طیف مسلمانان پیرو روحانیت مبارز، بدون معرفی اجزای نظام سیاسی جایگزین، کلیت نظام مطلوب را با محوریت ولایت فقیه وارد سپهر سیاسی کشور کردند. شتاب و شدت فرایند فروپاشی رژیم محمدرضا پهلوی، پرسش‌های متعددی را در ترسیم مولفه‌های نظام سیاسی موردنظر رهبران انقلاب اسلامی متوجه آنان کرد که پاسخ‌گویی به آن‌ها به منظور همراهی ثمربخش و نتیجه‌ی نهایی نهضت مردمی، ضرورتی انکارناپذیر می‌نمود. استاد شهید مطهری به‌عنوان یکی از برجسته‌ترین شاگردان امام خمینی(ره) و مطرح‌ترین رهبران فکری انقلاب اسلامی، سعی کرد با مساعی مسئولانه و بهره‌گیری از اصول اساسی دین اسلام به همراه مقتضیات بومی و ملی ایران، چارچوب مشخصی را برای استقرار الگوی حکمرانی و نظم جایگزین حل مساله و غلبه بر چالش‌های پیش‌رو ارائه کند. یکی از مسائل اساسی نظام سیاسی از ابتدای تاسیس تاکنون، وضعیت و شرایط خاص جمهوری اسلامی ایران برای مواجهه و تعامل با مخالفان در بحران‌های داخلی و دخالت‌های خارجی بوده که حاکمیت را همواره درمعرض دیدگاه‌های متناقض از همدلانه تا مغرضانه قرار داده است. این مقاله با درنظرگرفتن نقش بی‌بدیل اندیشه و سیره‌ی علمی و عملی استاد شهید مطهری در تکوین فرآیند مبارزه و استمرار تاثیر آن در سال‌های پس از پیروزی انقلاب اسلامی؛ درصدد پاسخ به این سوال است: «از دیدگاه شهید مطهری، در الگوی حکمرانی نظام جمهوری اسلامی ایران، چرا و چگونه بایستی مدارای سیاسی اعمال شود؟» در ادامه با بهره‌گیری از روش داده بنیاد و محوریت مفهوم‌سازی، ضمن تعریف مدارا در اندیشه‌ی غرب و اسلام و تبیین جایگاه مولفه‌ی مدارای سیاسی در منظومه‌ی فکری استاد شهید، کاربست مدارای سیاسی در نظام جمهوری اسلامی ایران از دیدگاه ایشان در حوزه‌های سه‌گانه‌ی بینش، گرایش و کنش مورد بازخوانی و بازاندیشی قرار گرفته و تجویزهای راهبردی در مواجهه با چالش‌های موجود در این حوزه ارائه شده است.

Implementation of Political tolerance Strategy in the Governance Model of the Islamic Republic of Iran from the Perspective of Shahid Motahari

In the early years of the popular revolution in Iran, the revolutionaries organized the struggles by maintaining and emphasizing the elements of the illegitimacy of the Pahlavi dynasty. Accordingly, the revolutionary elites in the Muslim spectrum, following the combatant clergy, with the axis of Velayate Faqih, joined the political sphere of the country. The pace and strength of the process of the collapse of Mohammad Reza Pahlavi’s regime raised several questions in identifying the components of the political system sought by the leaders of the Islamic Revolution, which answering them to characterize the actual and final outcome of the popular movement. Shahid Motahari, as one of the most notable students of Imam Khomeini and the most prominent intellectual leaders of the Islamic Revolution, by developing a clear paradigm and utilizing the basic principles of Islam along with the local and national conditions of Iran, tried to provide an alternative governance and order to solve problems and address the obstacles ahead. The peculiar situation of the Islamic Republic of Iran to engage and deal with dissidents in domestic crises and foreign interferences has always exposed the government to contradictory views that remained one of the significant problems of the government since its foundation. Considering the unique role of the thought and scientific and practical life of Shahid Motahari in the development of the struggle movement and the continuity of its influence in the years following the victory of the Islamic Revolution, this paper seeks to address the following question: &From Shahid Motahari’s perspective, in the governing paradigm of the Islamic Republic of Iran, how and why should political tolerance be exercised?& Then, by using the data method of foundation and conceptualization, while defining tolerance in Western and Islamic thought and explaining the position of political tolerance in the Shaheed Motahari’s intellectual system, the application of political tolerance in the Islamic Republic of Iran from his point of view in the three areas of insight, inclination, and action has been reviewed and revised. Consequently, strategic recommendations have been presented in the face of the challenges in this area.
