اهداف راهبردی نظام نخبگانی در اندیشه مقام معظم رهبری (مدظله‏العالی)

نخبگان، سرمایه های انسانی عظیم هر کشوری محسوب می‌شوند. مدیریت امور نخبگان نیازمند انسجام و همکاری تمامی دستگاه‌های اجرایی مرتبط با امور نخبگان تحت عنوان «نظام نخبگانی» است. در حال حاضر یکی از مسائل نظام نخبگانی کشور، عدم برنامه ریزیِ جامع و فقدان مدیریت راهبردی در امور نخبگان است که منجر به ایجادِ چالش‌های متعددی درزمینه مدیریت امور نخبگان شده است. نخستین گام در برنامه‌ریزی راهبردی امور نخبگان، ترسیم و تدوین اهداف راهبردی نظام نخبگانی است. از این روی هدف مقاله حاضر عبارت است از بررسی اهداف راهبردی نظام نخبگانی کشور در اندیشه مقام معظم رهبری. برای دستیابی به هدف مذکور، از روش تحلیل مضمون استفاده شده است. واحد تحلیل عبارت است از متون کلیه بیانات معظم‌له طی سال‏های 1381 تا 1397 در دیدار با نخبگان. از کدگذاری و تحلیل بیانات مقام معظم رهبری در رابطه با موضوع تحقیق، 6 مضمون فراگیر، 11 مضمون سازمان‌دهنده و 36 مضمون پایه به عنوان اهداف راهبردی نظام نخبگانی کشور استخراج گردید. در مجموع می‌توان گفت اهداف راهبردی نظام نخبگانی کشور در اندیشه مقام معظم رهبری عبارتند از: تقویت اثرگذاری نخبگان در عرصه‌های ملی، بین المللی، فرهنگی و اجتماعی، اصلاح و ارتقای انگیزه نخبگان، الگوسازی و تکریم از نخبگان، شناسایی به‌موقع و صحیح نخبگان همراه با توجه به مخاطرات شناسایی این گروه، پرورش نخبگان از سنین پایین (مرحله بروز استعداد) تا مرحله نخبگی و پشتیبانی فرصت‌آفرین از آن‌ها. نظام نخبگانی در کنار اهداف راهبردی مذکور، ماموریت تعالی سازمانی نیز دارد یعنی موظف به رشد و ارتقای خود در تمامی و ارتقای خود در تمامی ادوار و سطوح از جملهدرزمینه مدیریتی و ایفای نقش راهبری در جهت دستیابی به تمام اهداف ذکر شده است.

The Strategic Objectives of the Elite System in the Thought of the Supreme Leader

Elites are the enormous human asset in each country. Elite affairs management requires the collaboration of all executive agencies associated with elite affairs under the title of &Elite System&. Currently, one of the obstacles concerning the elite system is the lack of comprehensive plan and strategic management within elite affairs, which has led to several challenges in the management of elite affairs. The first step in the elite affairs strategic planning is to draw and formulate the strategic ends of the elite system, so this paper intends to investigate the strategic goals of this concept in the thought of the Supreme Leader. The thematic analysis method was used to accomplish the mentioned goal. The analysis unit consists of texts of all the Supreme Leader’s statements in meeting with the elites in the period of 20022018. By analyzing and coding the comments of the Supreme Leader concerning the research subject, 6 comprehensive, 11 organizing, and 36 fundamental themes were extracted as the country’s elite system strategic goals. In general, it can be said that the country’s elite system strategic goals in the opinion of the Supreme Leader are: Strengthening the effectiveness of elites in national, international, cultural, and social fields; enhancing and promoting elite motivation; modeling and honoring elites; timely and accurate identification of elites along with the risks of identifying this group; raising elites from an early age (talent development stage) to elite stage and supporting them.
