ایجاد درآمدهای جدید و پایدار برای شهرداری‌ها (مطالعه موردی: شهرداری سنندج)

یکی از مهم ترین دغدغه های شهرداری ها در تمام کشورها ، ایجاد منابع درآمدی کافی و تامین مالی هزینه های مختلف شهرداری ها می باشد .مطالعه دلایل ایجاد این مشکلات و بررسی راهکارها و تجارب درآمدی نوین شهرداری های کشورهای مختلف می تواند راهگشا برای تغییر روند موجود در شهرداری های کشور و ایجاد درآمدهای پایدار باشد . هدف اصلی این پژوهش ارائه راهبردها و راهکارهایی در جهت ایجاد درآمد پایدار برای شهرداری سنندج می باشد تحقیق حاضر با هدف شناسایی عوامل داخلی (نقاط قوت و ضعف)، عوامل خارجی (فرصت‌ها و تهدیدها) و تدوین استراتژی در جهت ایجاد درآمد پایدار برای شهرداری سنندج انجام گرفت. بدین منظور از مدل تلفیقی swot و فرآیند تحلیل شبکه‌ای (anp) استفاده شده است. فرآیند تحلیل شبکه‌ای اندازه گیری در شرایطی که بین عوامل استراتژیک وابستگی وجود دارد را انجام می‌دهد. مدل شبکه‌ای ارائه شده در این تحقیق به منظور تجزیه و تحلیل swot از چهار سطح، هدف (بهترین استراتژی) در سطح اول، عوامل swot در سطح دوم، زیر معیارهای swot در سطح سوم و گزینه‌های استراتژی در آخرین سطح تشکیل شده است. برای تعیین وزن‌های عوامل swot بر اساس روش anp پرسشنامه‌ای به صورت مقایسه زوجی با مقیاس 9 تایی طراحی و توسط 34 نفر از کارشناسان تکمیل گردید. پس از آن داده‌های جمع آوری شده توسط نرم افزار super decision مورد تجزیه و تحلیل قرار گرفت و استراتژی‌های st، wo، so، wt به عنوان بهترین استراتژی‌ها در جهت ایجاد درآمد پایدار برای شهرداری سنندج تعیین گردید.

creating new and stable incomes for municipalities(case study: sanandaj municipality)

one of the most important concerns of municipalities in all countries is to create sufficient sources of income and finance various financial expenses of municipalities. in the country’s municipalities and create stable incomes. the main goal of this research is to provide strategies and solutions to generate income for sanandaj municipality. the current research aims to identify internal factors (strengths and weaknesses), external factors (opportunities and threats) and formulate a strategy for sustainable development for sanandaj municipality. did. for this purpose, swot integrated model and network analysis process (anp) have been used. the process of network analysis gives measurements in situations where there are dependencies between strategic factors. the network model in this research is composed of four levels, objective (best strategy) in the first level, swot factors in the second level, swot sub-criteria in the third level and strategy options in the last level in order to present and analyze swot. to determine the weights of swot factors based on the anp method, a questionnaire was completed in a comparative manner with the results of 9 items designed by 34 people. after that, they are collected to be analyzed by super decision software and st, wo, so, wt strategies are determined as the best strategies to generate sustainable income for sanandaj municipality.
