چکیده
|
Meritocracy and eminent selecting concepts from standpoint of social science theorists and islamic intellectual, as one of the most widely used concepts and motto of political leaders of society that with historical research in islamic books and method and tradition of the fourteen innocent imam, have understood to its relation with the development process and consistently emphasized on this subject that meritocracy system is interconnected with the favorable and comprehensive development process. aside from this matter that there is still recommended manager and non-specialized appointees in different communities, even communities that their leaders have the slogan of meritocracy, but in general, in order to establishment of meritocracy system in structure of security-maker organizations, governments and organs, free of political affairs and unhealthy (dirty) relationship, on base of meritocracy principles and professional tests that it is one of the fundamental factors to powerful of government and promotion of managers and organizer's expertness and science level in every country, it should be used from proper and elite person , that they can honestly defend from national advantage and they bring gift security for their country. in security-maker organs in the islamic republic of iran especially naja, it is also necessary to use elite and proper person for establishing of security for people, especially in management levels.this study has done with purpose of studying the necessities and techniques for fulfillment of protective and security meritocracy. in this research , has been raised questions about necessities and techniques for fulfillment of protective and security meritocracy that after examining principals, theoretical concept and different viewpoints and also studying about it , in passing history and with delay in islamic thought , determined that has been the role of protective and security meritocracy in appointment of person in order to profit by naja, at very high level and with observation to results and with looking to investigations that has been done, it is necessary in order to promote and further establishment of protective and security meritocracy at all levels and also the effectiveness of naja's positions(posts), necessities and techniques for fulfillment of protective and security meritocracy in order to act with more purposefully and using from this methods in order to improve the appointments, the current correction of appointments methods and other suggestion contained in the final paragraph of this article, it is necessary doing needed action. present study according to its goals and form the viewpoint of kind of research is applied and its method is perceptive-analysis that researcher is trying to clarify it using documentary and library sources with utilizing from note taking on cards.
