تبیین هوشیاری وآمادگی سازمان ‌های اطلاعات، امنیتی مبتنی بر فرامین و منویات فرماندهی معظم‌ کل قوا(مدظله‌العالی)(سال 1368-1402)

زمینه و هدف: نیروهای مسلح به‌عنوان بازوی پُرتوان و بنیان مرصوص تحت ولایت و فرماندهی ولی امر مسلمین به ایفای وظایف و اجرای ماموریت‌ها می‌پردازد؛ بنابراین پژوهش کنونی با هدف تبیین هوشیاری و آمادگی سازمان‌های اطلاعاتی-امنیتی (با تاکید بر یکی از سازمان‌ها) مبتنی بر فرامین و منویات فرماندهی معظم کل قوا(مدظله‌العالی) انجام شده است.روش‌شناسی: جامعه آماری این تحقیق صاحب‌نظران و کارشناسان یکی از سازمان‌ها تا رسیدن به اشباع نظری بوده؛ حجم نمونه در این حوزه، مبتنی بر فرمایشات معظم‌له از سال‌های 1368 الی 1402 خواهد بود. پژوهش از نظر هدف کاربردی، جزو پژوهش‌های کیفی با تحلیل مضمون و رویکرد چارچوب پارادایمیک و روابط معنایی در نظریه داده بنیاد اسلامی استفاده شده است. یافته‌ها و نتیجه‌گیری: متن بیانات مقام معظم رهبری شامل 227 فرمان، 549 شاخص، 54 مولفه و درنهایت بر اساس الگوی نهایی تحقیق آقای خنیفر در پنج بعد: (1. عوامل ورودی؛ 2. عوامل پیشران؛ 3. عوامل پسران؛ 4. عوامل فرایندی؛ 5. پیامدها) احصاء گردید. با مداقه و مطالعه در منظومة فکری فرماندهی معظم کل قوا(مدظله‌العالی) چنین استنباط می‌گردد: تقوا برای مراقبت همه‌جانبه، گسترش اشراف اطلاعاتی، نظارت و ارزیابی، آموزش برای برنامه‌ریزی دقیق، داشتن هوشیاری و عدم غفلت، شناخت نقاط ضعف و قوت، اظهارآمادگی برای بازدارنده بودن، توانمندی و توانایی، نوآوری و دانش محوری، محاسبه درست، ناکام گذاشتن تحرکات دشمنان، آماده‌بودن در تمامی سطوح، دشمن‌شناسی همه‌جانبه، مدیریت و فرماندهی مطلوب، امنیت و وحدت، رعایت اصول بنیادین سازمان‌های اطلاعاتی در بیانات ایشان به‌ وضوع قابل ‌فهم و مشهود است.

explaining the vigilance and readiness of intelligence and security organizations based on the orders and menus of the supreme commander-in-chef(mudzalah al-aali) from 1989 to 2023

context and purpose: the armed forces, as a powerful arm and a well-established foundation under the command of the guardian of muslims, perform their duties and carry out their missions; therefore, the current research has been conducted with the aim of explaining the vigilance and preparedness of intelligence-security organizations (with emphasis on one of the organizations) based on the orders and menus of the supreme commander-in-chef. (mudzallah al-aali)methodology: the statistical population of this research was experts and elites of one of the organizations until reaching theoretical saturation; the sample volume in this area will be based on the orders of his holiness from 1989 to 2023. in terms of practical purpose, the research is among the qualitative researches with theme analysis and the approach of paradigmatic framework and semantic relations in the data theory of the islamic foundation.findings and conclusions: the text of the supreme leader’s statement includes 227 orders, 549 indicators, 54 components and finally based on the final model of mr. khanifar’s research in five dimensions: (1. input factors; 2. driving factors; 3. posterior factors; 4. factors process; 5. consequences were calculated. by examining and studying the intellectual system of the supreme commander-in-chief (mudzallah al-aali), it is deduced as follows: piety for all-round care, expansion of intelligence elites, monitoring and evaluation, training for detailed planning, being vigilant and not neglecting, recognizing weaknesses and strengths, expressing readiness for deterrence, capability and ability, innovation and knowledge-oriented, correct calculation, thwarting the movements of enemies, preparedness at all levels, all-round knowledge of the enemy, optimal management and command, security and unity, compliance with the fundamental principles of intelligence organizations are clearly understandable and evident in their statements.
