مفهو م‌شناسی و نظریه ‌سازی مجاهد مسئول در سازمان ‌های امنیتی بر اساس دیدگاه ‌های مقام معظم رهبری(مدظله‌العالی)

زمینه و هدف: کارکنان شاغل در سازمان‌ های امنیتی کشور، ماموریت ‌های مختلفی را در عرصه‌ امنیت جامعه بر عهده دارند. تغییر و تحول سریع و پیچیده، آسیب‌ها و چالش‌های امنیتی در جامعه‌ ایران، با رویکردهای سنتیِ فقط ماموریتی یا مسئولیتی و یا حتی داشتن مدیریت و روحیه‌ جهادیِ صرف، قابل کنترل نیست؛ به عبارت بهتر باید گفت؛ صرف مامور و معذور و یا مامور و مسئول بودن کارکنانِ سازمان‌های امنیتی، کافی نبوده و هم‌اکنون با نظریه‌ای جدید باعنوان «مجاهد مسئول» که برگرفته از بیانات مقام معظم رهبری(مدظله‌العالی) است؛ روبه‌رو هستیم. بر همین اساس، هدف نوشتار حاضر دست‌یابی به پاسخِ این سوال است که اساساً نظریه‌ «مجاهد مسئول» در اندیشه‌مقام معظم رهبری(مدظله‌العالی) دارای چه مفاهیم، ابعاد، شاخص‌ها، مولفه‌ها و ویژگی‌هایی است؟ روش‌شناسی: نوشتار حاضر، پژوهشی اسنادی با رویکرد استقرایی است و از نظر ماهیت، از آنجا که به‌دنبال شناسایی و واکاوی مفهومی مجاهد مسئول در عرصه‌ نظم و امنیت کشور است و تاکنون شناخت عمیقی در این‌باره وجود نداشته است، پژوهشی اکتشافی محسوب می‌گردد. جمع‌آوری اطلاعات از طریق یادداشت‌برداریِ هدفمند از اسناد و منابع کتابخانه‌ای انجام شده است. برای دست‌یابی به نتیجه، از شیوه‌ ترکیب، استنباط و تجزیه و تحلیل اطلاعات، استفاده شده است. یافته‌ها و نتیجه‌گیری: مهم‌ترین یافته‌ پژوهش حاضر، شناسایی الگوی «مجاهد مسئول» بود. در این زمینه، ابتدا ابعاد شش‌گانه‌ پیشنهادی محقق که حاصلِ مداقه در ادبیات و مبانی نظری پژوهش بود در اختیار خبرگانِ منتخب گذارده شد و درنهایت با جمع‌بندی نظرات و افزودن یک بُعد، ابعاد مورد بررسی به 7 بُعد افزایش یافت که مجدد برای تایید نهایی در اختیار خبرگان قرار گرفت. با توجه به نتایج حاصل از پژوهش؛ مجاهد مسئول فردی است که «عزیز و سربلند»، «نفوذناپذیر»، «دارای پیام»، «نظم‌پذیر»، «مسئول نه طلبکار»، «دارای اعتقاد راسخ»، «تمدن‌ساز»، «نماینده‌ نظام»، «مجری سیاست‌های انقلاب اسلامی»، «مردم‌دار»، «برنامه‌ریز»، «صادق و اوفی‌الوعده»، «مسئول نظارت»، «دارای هویت انقلابی» و «رویکرد تقابلی» باشد.

conceptualization and theorization of responsible mujahid in security organizations based on the views of the supreme leader

background and purpose: the employees working in the country's security organizations are responsible for various missions in the field of community security. the rapid and complex changes and transformations, harms and security challenges in iranian society cannot be controlled with traditional approaches of only mission or responsibility, or even with mere management and jihadist spirit; in better words, it should be said; merely being authorized and excused or authorized and responsible for the employees of security organizations is not enough, and now we are facing a new theory called responsible mujahid which is derived from the statements of the supreme leader. based on this, the purpose of this article is to find the answer to this question, what are the concepts, dimensions, indicators, components and characteristics of the theory of responsible mujahid in the thought of the position of supreme leader?methodology: the present article is a documentary research with an inductive approach, and in terms of its nature, it is considered an exploratory research, since it seeks to identify and analyze the concept of the mujahid responsible in the field of order and security of the country, and so far there has been no deep knowledge about this. data collection has been done through purposeful note-taking of documents and library resources. to achieve the result, the method of combining, inferring and analyzing information has been used.findings and conclusions: the most important finding of the current research was the identification of the responsible mujahid model. in this context, first the six dimensions proposed by the researcher, which was the result of studying the literature and the theoretical foundations of the research, were given to the selected experts, and finally, by summarizing the opinions and adding one dimension, the examined dimensions were increased to 7 dimensions, which were again provided for final approval. according to the results of the research; mujahid is responsible for a person who is dear and proud, invulnerable, has a message, disciplined, responsible, not a debtor, has a firm belief, builder of civilization, representative of the system, executor of the policies of the islamic revolution , people-oriented, planner, honest and faithful to the promise, responsible for monitoring, having a revolutionary identity and confrontational approach.
