ارائه الگوی مدیریت انقلابی در فرماندهی کل انتظامی جمهوری اسلامی ایران مبتنی بر بیانات مقام معظم رهبری

زمینه و هدف: فرماندهی انتظامی از نهادهای دخیل در استقرار، حفظ و افزایش امنیت است که در انقلاب اسلامی و در تحقق آرمان‌های آن نقش اساسی داشته و دارد؛ با توجه به ماموریت‌های متنوع و گسترده و تهدیدهایی که در راستای انجام ماموریت محوله متوجه فرماندهی انتظامی است اجرای این وظایف نیاز به رویکرد انقلابی دارد.روش‌شناسی: روش گردآوری اطلاعات، اسنادی است، پژوهش حاضر از حیث ماهیت، بنیادی و از حیث هدف، کاربردی توسعه‌ای است، برای تدوین الگوی مدیریت انقلابی در فراجا از تحلیل محتوای کیفی استفاده شد؛ داده‌ها شامل سخنرانی‌های مقام معظم رهبری(مدظله‌العالی) دربارة فراجاست که دسته‌بندی و تحلیل شد.یافته‌ها و نتیجه‌گیری: پس از نهایی‌شدن مقوله‌ها روابط آن‌ها با یکدیگر بررسی شد و الگوی تحقیق ارائه گردید. زیربنایی‌ترین لایة آن، مبانی نگرشی است که مقوله‌های انسان‌شناسی، دنیاشناسی و فلسفة تاریخ و خداشناسی را شامل می‌شود؛ لایة دوم شامل ده مقوله است شامل صبر، همراه‌کردن اقتدار و محبت به مردم و توجه‌کردن به موقعیت، ماموریت و ظرفیت‌های فراجا، امنیت‌آفرین، تحول‌خواه تعامل‌گرا، قانون‌مدار، حکیمانه، زیست سالم و دشمن‌شناسی و در پایان مقوله‌ای که دو لایه را به هم وصل می‌کند، مقوله «تفکر دین‌محور با محوریت علم، عقل و عزم» است. به‌طوری که از دل لایة اول یک نوع روش‌مندی حاصل می‌گردد که این روش‌مندی با محوریت علم، عقل و عزم است که منتج به لایة دوم و مقوله‌های مدیریت انقلابی با هم تولید علم می‌کنند و این علم به‌عنوان انباشتی حساب می‌شود که دوباره حرکت جدیدی را در راستای ایجاد لایه‌های جدید مدیریت انقلابی شکل می‌دهد و این حرکت مدام در حال تکرار است؛ فراجا در صورت داشتن مدل مدیریت انقلابی جامع می‌تواند عملکرد بهتری در راستای حفظ امنیت نشان دهد و در راستای تحقق کامل هدف‌های اسلامی سهم موثری داشته باشد.

presenting a model of revolutionary management in the general police command of the islamic republic of iran based on the statements of the supreme leader

background and purpose: police command is one of the institutions involved in the establishment, maintenance and increase of security, which played a fundamental role in the islamic revolution and in realizing its ideals. considering the diverse and extensive missions and the threats that are directed at the police command in order to fulfill the assigned mission, the implementation of these tasks requires a revolutionary approach.methodology: the method of collecting information is documentary, the present research is fundamental in nature and developmentally applied in terms of purpose, qualitative content analysis was used to develop a model of revolutionary management in faraja; the data includes the supreme leader’s speeches about faraja, which were categorized and analyzed.findings and results: after finalizing the categories, their relationships with each other were examined and the research model was presented. the second layer consists of ten categories, including: patience, bringing authority and love to people and paying attention to the position, mission and capabilities of faraja, security-creating, transformational, interactive, law-abiding, wise, healthy life and enemy. science and at the end of the category that connects the two layers is the category of &thinking based on science, reason and determination&. so that from the heart of the first layer, a kind of methodology is obtained, which is a methodology centered on science, reason and determination, which leads to the second layer and the categories of revolutionary management, together with the production of science. and this science is considered as an accumulation that again forms a new movement in the direction of creating new layers of revolutionary management and this movement is constantly repeating itself; if faraja has a comprehensive revolutionary management model, it can show better performance in the direction of maintaining security, and make an effective contribution in the direction of the full realization of islamic goals.
