مدل گسترده‌شدن مسئله امنیتی در امنیت ملی جمهوری اسلامی ایران (مناظره و نقد نظریه‌ امنیتی‌سازی)

زمینه و هدف: بازیگران امنیتی کشور به‌ویژه در سال‌های اخیر، با توجه به عواملی نظیر تراکم و تقاطع شکاف‌های اجتماعی، تحول‌شناختی مردم از مفهوم امنیت، دولت و حقوق شهروندی در جامعه، ناکارآمدی برخی از مدیران حوزه‌های اجتماعی و فرهنگی و البته تلاش بیگانگان و معاندان؛ رویکرد توسیع و تعمیق در امنیت ملی را در پیش‌گرفته و هر موضوعی را به‌عنوان مسئله امنیتی شناسایی و اعلام می‌کنند. از طرفی رویکردهای توسیعی به مسئله امنیتی همواره در معرض این سوال اساسی قرار دارد که چگونه هر چیز یا موضوعی به مسئله‌ای امنیتی تبدیل می‌شود و عامل این تبدیل چیست؟ درواقع اگر امنیت به همه‌چیز قابل اطلاق باشد و درواقع، همه‌چیز باشد، آن‌گاه هیچ‌چیز نخواهد بود؛ به‌بیان‌دیگر، از معنا و محتوا تهی می‌شود. از سوی دیگر، این رویکرد، می‌توانست این فرصت را در اختیار بازیگران خاص خود قرار دهد که به هر موضوعی برچسب امنیتی بزنند و از این‌رو، مدعی لزوم اقدام‌های فراقانونی یا غیر‌ روالمند برای حل آن شوند. در حالی‌که مسئله امنیتی دارای چهره‌های پیشینی غیرامنیتی و اغلب اجتماعی، فرهنگی و... است که البته مدیریت آن هم، امنیتی نیست. شناسایی چهره‌های پیشینی به‌عنوان مسئله امنیتی، سیاست‌گذاری امنیتی را محتوم به شکست می‌کند؛ بنابراین پژوهش حاضر در نظر دارد، مدل تحلیلی از عوامل موثر بر گسترده‌شدن مسئله امنیتی در امنیت ملی جمهوری اسلامی ایران با تاکید بر بازیگران ‌امنیتی‌ساز، صاحب نقش و مخاطب را ارائه دهد.روش‌شناسی: این تحقیق ازنظر هدف «کاربردی»، به‌لحاظ نوع اکتشافی بوده که به روش کیفی انجام‌ شده است. ادبیات پژوهش و مبانی نظری آن با ابزار کتابخانه‌ای و مستند به فیش‌برداری گردآوری گردیده است. سپس بر مبنای مدل اولیه، عوامل موثر بر «گسترده‌شدن مسئله امنیتی» از طریق مصاحبه با خبرگان و صاحب‌نظران پلیس‌های تخصصی و استادان دانشگاهی مرتبط با مسئله‌شناسی امنیتی شناسایی گردیدند. انتخاب خبرگان به روش نمونه‌گیری ترکیبی (هدفمند و گلوله‌برفی) و پس از اشباع نظری به تعداد 15 نفر انجام‌ گرفته است.یافته‌ها و نتیجه‌گیری: نتایج پژوهش حاکی است، امنیتی‌شدن مسائل از طریق عامل یا بازیگرانی آغاز می‌شود که بازیگران ‌امنیتی‌ساز، بازیگران صاحب نقش و بازیگران مخاطب هستند. در ادامه عوامل موثر در گسترده‌شدن مسئله امنیتی در امنیت ملی جمهوری اسلامی ایران در یک مدل تحلیلی ارائه گردید.

the model of expanding the security problem in the national security of the islamic republic of iran (debate and criticism of the security theory)

background and purpose: the country’s security players, especially in recent years, considering factors such as the density and intersection of social gaps, people’s cognitive evolution of the concept of security, government and citizenship rights in society, the inefficiency of some managers of social and cultural fields, and of course the efforts of outsiders and enemies ; they take the approach of expanding and deepening national security and identify and declare every issue as a security issue. on the other hand, extended approaches to the security issue are always exposed to the basic question of how anything or an issue becomes a security issue and what is the cause of this transformation? in fact, if security can be applied to everything and, in fact, it is everything, then it will be nothing; in other words, it becomes empty of meaning and content. on the other hand, this approach could provide the opportunity for its own actors to label any issue as security and, therefore, claim the need for extra-legal or non-routine measures to solve it. while the issue of security has previously non-security aspects and often social, cultural, etc., of course, its management is not security either. identifying former figures as a security issue makes security policy fail; therefore, the current study intends to provide an analytical model of the factors affecting the expansion of the security issue in the national security of the islamic republic of iran, emphasizing the actors who create security, the role owner, and the audience.methodology: in terms of the &applied& purpose, this research was exploratory in terms of the qualitative method. the research literature and its theoretical foundations have been collected with library and documentary tools. then, based on the initial model, the factors affecting the &expansion of the security issue& were identified through interviews with experts and experts of specialized police and university professors related to security issues. selection of experts was done by combined sampling method (purposive and snowball) and after theoretical saturation in the number of 15 people.findings and conclusions: the results of the research indicate that the security of issues begins through the agent or actors who are the actors who create security, the actors who own the role, and the audience actors. in the following, the effective factors in the expansion of the security issue in the national security of the islamic republic of iran were presented in an analytical model.
