راهبرد‌های مقابله‌ای فرماندهی انتظامی جمهوری اسلامی ایران در فضای سایبر

زمینه و هدف: کارکنان پلیس در معرض انواع آسیب‌های امنیتی و غیرامنیتی فضای سایبر قرار دارند. به‌نحوی که کانال‌های وابسته به معاندان نظام، مستمراً از این بستر در تلاش‌اند تا با تاثیرگذاری بر اذهان، تغییر در بینش و نگرش، اعتقادات دینی و مذهبی کارکنان، به هدف‌های سوء خود دست یابند؛ و بر همین اساس هدف پژوهش حاضر، شناسایی راهبرد‌های مقابله‌ای و پیشگیرانه‌ پلیس در برابر تهدیدها و آسیب‌های نشئت‌گرفته در فضای مجازی است.روش‌شناسی: این پژوهش از لحاظ هدف، کاربردی- توسعه‌ای؛ از نظر نوعِ داده، ترکیبی (کیفی-‌کمّی) است. در بخش کیفی، از روش تحلیل محتوا استفاده از روش کدگذاری و با بهره‌گیری از نرم‌افزار atlas.ti استفاده شده و مشارکت‌کنندگان، صاحب‌نظران فراجا در حوزه‌ فضای مجازی هستند که بر اساس اشباع نظری، جمعاً تعداد 30 انتخاب شدند. در بخش کمّی، از روش پیمایشی (پرسش‌نامه و مدل دلفی‌فازی) استفاده شده و جامعه آماری، به‌صورت تمام‌شمار به تعداد 30 نفر همان صاحب‌نظران حوزه‌ فضای مجازی انتخاب شدند.یافته‌ها و نتیجه‌گیری: در تجزیه و تحلیل انجام‌شده، تعداد 16 مورد، اهداف راهبردی مقابله‌ای و تعداد 10 مورد راهبرد‌های پیشگیرانه شناسایی شده و در قالب پرسش‌نامه برای تحصیل میانگین فازی مولفه‌ها در اختیار خبرگان قرار گرفته و سپس از بهره‌گیری از فرمول مینکووسکی برای محاسبه‌ میانگین فازی مثلثی هر عامل، اعداد فازی قطعی شده برای آن عامل محاسبه گردیده و اولویت‌بندی راهبردها انجام گرفت. نتایج حاصله حاکی است، فرهنگ‌سازی برای استفاده از فضای مجازی و امکان تولید محتوای مناسب؛ روشنگری، آگاه‌سازی و محافظت از کارکنان به طرق مختلف؛ استفاده از فنّاوری‌های نوظهور و زیرساخت‌های پوششی برای انجام اقدامات عملیاتی و پیشرفته؛ انجام اقدام‌های اطلاعاتی بر روی عوامل حریف و مهار او؛ افزایش توانمندی علمی و تجربی کارکنان و استمرار آن؛ تسریع در اطلاع‌رسانی در خصوص آخرین پیشرفت‌ها و شیوه و شگردهای فضای مجازی و ارائه خدمات مشاوره‌ای و... راهبرد‌های اولویت‌دار شناسایی شده هستند.

preventive strategies and dealing with cyberspace threats and vulnerabilities

background and purpose: police officers are exposed to all kinds of security and non-security damages in the cyber space. in such a way that the channels affiliated with the enemies of the system are continuously trying to achieve their malicious goals by influencing the minds, changing the vision and attitude, and religious beliefs of the employees. and based on this, the aim of the current research is to identify the counter and preventive strategies of the police against the threats and harms originating in the cyber space.methodology: this research is applied-developmental in terms of purpose; in terms of data type, it is mixed (qualitative-quantitative). in the qualitative part, the content analysis method was used using the coding method and using the atlas.ti software, and the participants are experts in the field of virtual space, who were selected based on theoretical saturation, a total of 30. in the quantitative part, a survey method (questionnaire and delphi model) was used, and the statistical population was selected as a total number of 30 experts in the field of virtual space.findings and conclusions: in the analysis, 16 cases of counter-strategic goals and 10 cases of preventive strategies were identified and provided to the experts in the form of a questionnaire to study the fuzzy average of the components, and then minkowski’s formula was used to calculate the fuzzy average. triangulation of each factor, determined fuzzy numbers for that factor were calculated and prioritization of strategies was done. the results show that creating a culture for using virtual space and the possibility of producing appropriate content; enlightening, informing and protecting employees in different ways; using emerging technologies and cover infrastructure to carry out operational and advanced measures; carrying out intelligence actions on the opponent’s agents and restraining him; increasing the scientific and experimental ability of employees and its continuation; expediting information about the latest developments and methods and tricks of the virtual space and providing consulting services, etc. are the identified priority strategies.
