الزام‌های جرم‌یابی امنیتی فراجا‬‬‬ براساس رویکرد اطلاعات‌محوری

پژوهش حاضر، الزام‌های جرم‌یابی امنیتی  براساس رویکرد اطلاعات‌محوری است.روش‌شناسی: این تحقیق از نظر هدف «کاربردی-توسعه‌ای»، به لحاظ نوع اکتشافی بوده که به روش کیفی (تحلیل مضمون) انجام شده است. جامعه‌ آماری تحقیق شامل خبرگان و صاحب‌نظران حوزه‌ جرم‌یابی امنیتی شامل پلیس‌های تخصصی و استادان دانشگاهی مرتبط با موضوع بوده که بر اساس اصل اشباع نظری و روش نمونه‌گیری هدفمند مشارکت‌کنندگان، 15 نفر انتخاب گردید. ابزار گردآوری اطلاعات، علاوه به بررسی اسنادی در ادبیات موضوع، مصاحبه‌های عمیق و اکتشافی به‌صورت انفرادی با افراد جامعه آماری بوده است.یافته‌ها: براساس نظر خبرگان، الزام‌های جرم‌یابی امنیتی در فراجا براساس بر رویکرد اطلاعات محوری، شامل ابعاد و مولفه‌های نظیر 1- الزام‌های سیستمی و فنی از قبیل «امکان دسترسی به نرم‌افزارهای تحلیلی بانک‌های اطلاعاتی»، «تعامل یا جذب نخبگان مراکز علمی، فنی و پژوهشی با بودجه اختصاصی کافی، به‌منظور تبدیل روش‌ها و فنون اطلاعاتی به محصولات فنی» و «تهیه فنّاوری‌های هشداردهنده‌ علائم و سیگنال‌های سوء‌امنیتی»؛ 2- الزام‌های نیروی انسانی و مهارتی شامل «جذب و حفظ نخبگان علمی رشته‌های مختلف دانشگاهی به‌ویژه رشته‌های فنی و برنامه‌نویسان، برای همکاری با واحدهای جرم‌یابی امنیتی اطلاعات‌محور و همچنین آموزش کارشناسان اطلاعات برای بهره‌برداری از فنّاوری‌ها و نرم‌افزارهای تولیدی نخبگان»؛ 3- الزام‌های راهبردی شامل «اصل جرم‌یابی علمی بر مبنای روش آفندی»؛ 4- الزام‌های ساختاری: «ایجاد ساختار واحد برای جرم‌یابی امنیتی اطلاعات‌محور در سازمان اطلاعات فراجا و هدایت تخصصی سایر واحدهای جرم‌یابی اطلاعات‌محور در پلیس‌های تخصصی و 5- الزام‌های مدیریت و رهبری شامل «بهره‌گیری از مدیریت مشارکتی و همچنین انتخاب مدیران از میان افراد با تجربه» است.

background and purpose: the existing security organization in faraja, using its intelligence and operational capabilities, must obtain the intelligence it needs in line with crime the present research is based on the intelligence-oriented approach of security crime detection requirements.methodology: this research is &applied-developmental& in terms of purpose, and it is exploratory in terms of qualitative method (thematic analysis). the statistical population of the research included experts in the field of security crime investigation, including specialized police officers and university professors related to the subject, and15people were selected based on the principle of theoretical saturation and the method of targeted sampling of participants. in addition to document review in the subject literature, the data collection tool was in-depth and exploratory interviews individually with the people of the statistical community.findings: according to the opinion of the experts, the security crime detection requirements in faraja based on the intelligence-oriented approach, including dimensions and components such as 1- systemic and technical requirements such as &possibility of access to analytical software of databases&, &interaction or attraction of elites of scientific centers , technical and research with sufficient dedicated budget, in order to transform intelligence methods and techniques into technical products& and &preparation of warning technologies for signs and signals of insecurity 2- manpower and skill requirements including &attracting and retaining scientific elites of various academic fields, especially technical fields and programmers, to cooperate with intelligence-oriented security crime detection units, as well as training intelligence experts to exploit the technologies and software produced by the elites 3- strategic requirements including &principle of scientific crime detection based on the offensive method 4- structural requirements: &creating a single structure for intelligence-based security crime detection in the faraja intelligence organization and specialized guidance of other intelligence-based crime detection units in the specialized police and 5- management and leadership requirements including &utilizing collaborative management and also selecting managers from among experienced people&.
