شاخص‌های مطلوب اقدام‌های اطلاعاتی بر اساس بیانیه‌ گام دوم

زمینه و هدف: اقدام‌های اطلاعاتی مهم‌ترین کار‌ویژه‌ سازمان اطلاعاتی است که برای تامین امنیت کشور، حاکمیت و جمعیت انجام می‌شود. این اقدام با توجه به نوع حاکمیت و سیاست حاکم بر آن نیازمند تعریفی خاص برای اجرای ماموریت اطلاعاتی است. هدف از این مقاله تحلیل بیانیه‌ گام دوم برای رسیدن به اقدام اطلاعاتی مطلوب در چارچوب حکومت اسلامی است. از این‌رو تفاوتی ماهوی با آنچه که در غرب و شرق از اقدام اطلاعاتی تعریف شده دارد.روش‌شناسی: نوع تحقیق بنیادی، به لحاظ موضوعی کاربردی است. روش جمع‌آوری تحلیل محتوای متن محور و جامعه آماری، بیانیه‌ گام دوم در حوزه‌ مورد مطالعاتی این مقاله است. با توجه به اینکه محقق تلاش دارد تا متناسب با بیانیه‌ گام دوم به این سوال پاسخ دهد، اکتشافی بوده و مبتنی بر بیانیه‌ گام دوم ارائه گردیده است.یافته‌ها و نتیجه‌گیری: نتایج تحقیق نشان داد؛ که شاخص‌های مطلوب در اقدام اطلاعاتی بر اساس بیانیه‌ گام دوم مبتنی بر دو مولفه مدیریت اطلاعات و مدیریت اطلاعاتی بوده که مهم‌ترین شاخص‌ها در مدیریت اطلاعات، باور ارزشی، مدیریت سازمان و هوشیاری اطلاعاتی و در مدیریت اطلاعاتی، اقدام اطلاعاتی، رصد اطلاعاتی و حس گلاویزی با دشمن در سازمان‌های اطلاعاتی نظام ج.ا.ایران است.

background and purpose: intelligence measures are the most important task of the intelligence organization, which is done to ensure the security of the country, the government and the population. this action requires a specific definition for the implementation of the intelligence mission, according to the type of governance and policy that governs it. the purpose of this article is to analyze the statement of the second step to achieve the desired intelligence action in the framework of islamic government. therefore, it has a substantial difference with what is defined in the west and the east as an intelligence action.methodology: this research is fundamental in terms of type and it is practical in terms of the type of subject. the method of collecting text-based content analysis and statistical population is the statement of the second step in the field of study of this article. considering that the researcher is trying to answer this question according to the statement of the second step, it is exploratory and based on the statement of the second step.findings and conclusions: the research results showed; that the desired indicators in intelligence action based on the statement of the second step are based on the two components of information management and intelligence management, the most important indicators in information management are value belief, organization management and intelligence vigilance and in intelligence management, intelligence action, intelligence observation and sense of security with the enemy is in the intelligence organizations of islamic republic of iran.
