جستاری بر پیشگیری همه‌جانبه در سازمان‌های امنیتی

زمینه و هدف: اولویت اصلی سازمان‌های امنیتی «پیشگیری» از بروز آسیب و تهدیدهایی است که در صورت کم‌توجهی به آن‌ها ممکن است چالش‌های جدی را برای جامعه هدف ایجاد کند؛ با درنظر داشتن اهمیت موضوع و لزوم اهتمام در راستای فهم چیستی آن، این تحقیق به‌دنبال فهم پیشگیری همه‌جانبه در سازمان‌های امنیتی است تا در پرتو آن اصلی‌ترین ارکان این موضوع کشف و شناسایی گردد؛ بنابراین، هدف اصلی بسط مفهوم «پیشگیری» و اهتمام در راستای فهم جامعیت آن در قالب یک تلاش علمی است.روش‌شناسی: این تحقیق از حیث هدف بنیادی و از حیث روش تحقیق، مبتنی بر رهیافت کیفی و از نوع تحلیل محتوای کیفی است. رویکردی که در آن با تحلیل داده‌های متنی برگرفته از مصاحبه‌ها؛ همواره به‌دنبال تقلیل داده‌هاست. مشارکت‌کنندگان این پژوهش به‌صورت هدفمند شامل تعداد 25 نفر از خبرگان یکی از سازمان‌های امنیتی است؛ پایایی داده‌ها در چند سطح از طریق استفاده از راهنمای مصاحبه، تبادل نظر درباره‌ شیوه‌ اجرای تفسیر و کدگذاری انجام گرفته است، همچنین در بحث اعتبار تحقیق از روش ارزیابی اعتبار به روش ارتباطی (خبرگی) استفاده شده است؛ به عبارتی مصاحبه‌شوندگان تطابق محتویات متون تحلیل شده را با اظهارات خودشان تایید کرده‌اند.یافته‌ها و نتیجه‌گیری: نتایج این پژوهش نشان‌می‌دهد که جاری‌سازی پیشگیری همه‌جانبه در سازمان‌های امنیتی نیازمند توجه مدیران این سازمان‌ها به جنبه‌های مختلف و مرتبط با ماموریت‌های این سازمان‌هاست. توجه به فرایندهای‌کاری، عوامل ساختاری، عوامل رفتاری و عوامل زمینه‌ای اصلی‌ترین ابعاد پیشگیری همه‌جانبه تلقی می‌شوند. در بین عوامل ساختاری، مقوله‌ فرعی ساختار نیروی انسانی؛ در بین عوامل رفتاری؛ مقوله‌ فرعی مسئول‌سازی نسبت به ماموریت و همچنین ظرفیت‌سازی و در بین عوامل زمینه‌ای، توجه به سرمایه‌ اجتماعی (به‌ویژه اعتماد‌سازی و مشارکت‌پذیری) اصلی‌ترین مقوله‌های پیشگیری همه‌جانبه را تشکیل می‌دهند. به موازات نتایج این پژوهش پیشنهادهایی کاربردی مرتبط با چهار حوزه‌ مرتبط با سازمان‌های امنیتی شامل ساختار، فرایندها، رفتار و محیط (زمینه) ارائه گردیده است.

a survey on comprehensive prevention in security organizations

background and purpose: the main priority of security organizations is prevention of damage and threats that, if they are not paid attention to, may create serious challenges for the target community; considering the importance of the issue and the need to pay attention to understand what it is, this research seeks to understand the comprehensive prevention in security organizations in order to discover and identify the main elements of this issue in the light of it; therefore, the main goal is to expand the concept of prevention and strive to understand its comprehensiveness in the form of a scientific effort.methodology: this research is based on a qualitative approach and qualitative content analysis in terms of its fundamental purpose and research method. an approach in which by analyzing the textual data taken from the interviews; always looking for data reduction. the participants of this research purposefully include 25 experts from one of the security organizations; the reliability of the data has been done at several levels through the use of an interview guide, an exchange of opinions about the implementation of interpretation and coding, also in the discussion of the validity of the research, the validity assessment method has been used in the communicative (expert) method; in other words, the interviewees confirmed the consistency of the contents of the analyzed texts with their own statements.findings and conclusions: the results of this research show that mainstreaming comprehensive prevention in security organizations requires the attention of managers of these organizations to different aspects related to the missions of these organizations. paying attention to work processes, structural factors, behavioral factors and background factors are considered the main dimensions of comprehensive prevention. among the structural factors, the sub-category of human resources structure; among the behavioral factors; the subcategory of accountability towards the mission as well as capacity building and among the background factors, attention to social capital (especially trust building and participation) are the main categories of comprehensive prevention. parallel to the results of this research, practical suggestions related to four areas related to security organizations including structure, processes, behavior and environment (context) have been presented.
