آسیب‌شناسی فرایند تحلیل اطلاعاتی در سازمان‌های اطلاعاتی- امنیتی

زمینه و هدف: در دنیای امروز مقوله‌ انتخاب اطلاعات مفید از میان انبوه اخبار و اطلاعات جمع‌آوری‌شده و تحلیل درست آن، به‌منظور پیش‌آگاهی از روند آینده‌ پدیده‌های تحت بررسی برای رسیدن به موقعیت اشراف اطلاعاتی، مسئله اصلی سازمان‌های اطلاعاتی محسوب می‌شود. چراکه سرعت، پیچیدگی و تنوعی پدیده‌های امنیتی موجب شده سازمان‌های اطلاعاتی با شگفتی‌ها و وقایع غیرمنتظره مواجه شوند که گاهی منجر به شکست اطلاعاتی می‌شود؛ بنابراین هرچه قدرت تحلیل در این سازمان‌ها افزایش یابد، امکان مدیریت تغییرهای در‌هم تنیده‌ امنیتی نیز بیشتر می‌گردد. براین اساس باید برای استفاده‌ مناسب از این ابزار کارآمد، فرآیند آن را به‌گونه‌ای بهینه‌سازی کرد که با گذشت زمان پاسخ‌گوی تغییرهای فراوان دنیای اطلاعات و امنیت باشد.روش‌شناسی: در این پژوهش برآنیم تا با مصاحبه‌ نیمه‌ساختاریافته با خبرگان و نخبگان جامعه‌ اطلاعاتی، آسیب‌های محتمل فراروی تحلیل اطلاعاتی در این سازمان‌های را مورد واکاوی قرار دهیم؛ بدین‌منظور از روش داده‌بنیاد بهره‌گیری شده است. نتایج گویای آن است که اهم آسیب‌ها در حوزه‌ تحلیل اطلاعاتی عبارت‌اند از: فقدان دکترین و سیاست پایدار در فرایند تحلیل اطلاعاتی، سیاست‌زدگی و شناخت غلط، فقدان سامانه‌ هشدار، ناکارامدی ساختاری، ضعف دانشی و فنّاوری اطلاعاتی، ضعف مهارتی نیروی انسانی، شتاب‌زدگی و روزمرگی و سطحی‌نگری، عدم استفاده از سرمایه‌های اطلاعاتی.

pathology of intelligence analysis process in intelligence-security organizations

background and purpose: in today’s world, the issue of selecting useful information from among the mass of collected news and information and analyzing it correctly, in order to anticipate the future trend of the phenomena under investigation to reach the position of intelligence elites, is considered the main problem of intelligence organizations. because the speed, complexity and variety of security phenomena have caused intelligence organizations to face surprises and unexpected events that sometimes lead to intelligence failure; therefore, as the power of analysis increases in these organizations, the possibility of managing interwoven security changes also increases. therefore, in order to properly use this efficient tool, its process should be optimized in such a way that it responds to the many changes in the world of intelligence and security over time.methodology: in this research, we aim to analyze the potential harms to intelligence analysis in these organizations through semi-structured interviews with experts and elites of the intelligence society. for this purpose, the database method has been used. the results show that the main harms in the field of intelligence analysis are: lack of doctrine and stable policy in the process of intelligence analysis, politicization and misrecognition, lack of warning system, structural inefficiency, weak knowledge and information technology, weak skills of human resources, haste, everyday life, superficiality and not using intelligence assets.
