الگوی راهبردی روش‌های تعمیق فرهنگ خودحفاظتی در پلیس

زمینه و هدف: کاهش و یا مهار جرائم و تخلف‌ها در سازمان ازطریق اقدام‌های خودحفاظتی، عاملی است پیشگیرانه که به‌عنوان موثرترین و کم‌هزینه‌ترین روش‌های پایش و مهار جرائم و تخلف‌ها، بسیار اثربخش خواهد بود. خودحفاظتی موجب تعالی کارکنان شده و ارتقای خودحفاظتی و نهادینه نمودن فرهنگ آن در سازمان، عاملی موثر و مطمئن در پیشگیری از جرائم و تخلف‌ها محسوب می‌گردد. در سازمان‌های امنیتی به‌خصوص نیروی انتظامی با علم به ضعف سامانه‌های کنترلی بیرونی و سنتی در جلوگیری از انحراف اهداف، اعتقاد به تاثیرگذاری شدید کنترل درونی (خودحفاظتی) برای پیشگیری از شکست‌های امنیتی بسیار مورد توجه قرار گرفته است. نیروی انتظامی باتوجه به حساسیت ماموریت‌های خود، بیش از سایر نهادها و سازمان‌ها نیازمند مراقبت و حفظ سازمان خود است؛ بنابراین ایجاد، تعمیق، نهادینه‌سازی و ارتقای فرهنگ خودپایی و خودحفاظتی در ناجا مهم‌ترین و اساسی‌ترین شیوه و روش حفظ و صیانت از منابع انسانی و سازمانی است؛ بنابراین هدف از تالیف این مقاله ارائه الگوی راهبردی در تبیین روش‌های تعمیق و نهادینه‌سازی فرهنگ خودحفاظتی در سازمان پلیس است.روش‌شناسی: مقاله حاضر با روش کتابخانه‌ای و اسنادی و بهره‌جستن از اسناد بالادستی، نظرات خبرگان، منابع معتبر علمی و تجربی و بااستفاده از روش تحلیل محتوا به رشته تحریر درآمده است؛ بنابراین با توجه به کیفی بودن مقاله فاقد نمونه آماری است، ولی جامعه آماری از گروه نخبگان در سطح مدیران عالی انتظامی به تعداد 14 نفر برای مصاحبه عمیق در راستای کشف و تبیین جنبه‌های مختلف انتخاب شدند.یافته‌ها و نتیجه‌گیری: محقق در فرجام پژوهش‌های خود به تبیین روش‌های تعمیق و نهادینه‌سازی فرهنگ خودحفاظتی مبتنی بر مولفه‌های موثر در دو بعد اصلی آن یعنی بعد «اعتقادی» و بعد «نظری» دست پیدا کرده است که در نهایت به همراه پیشنهادات راهبردی و کاربردی متناسب با نتایج حاصل از پژوهش ارائه شده‌است.

Strategic Patterns of Ways to Deepen the Culture of Self-protection in the Police

Background and purpose: Reducing or curbing the crimes and violations in the organization through selfprotection measures is a preventive factor that will be among the most effective and the least costly methods of monitoring and controlling crimes and violations. Selfprotection leads to the excellence of employees and the promotion of selfprotection and institutionalization of its culture in the organization is considered to be an effective and reliable factor in preventing crimes and violations. In security organizations, specifically in the law enforcement, knowing the weakness of external and traditional control systems in preventing the deviation of goals, the belief in the strong effectiveness of internal control (or selfprotection) to prevent security failures has received much attention. Due to the sensitivity of its mission, the law enforcement needs to take care of and maintain its organization more than any other institutions and organizations. Therefore, creating, deepening, institutionalizing and promoting the culture of selfcontrol and selfprotection in NAJA (the police force of Islamic republic of Iran) is the most significant and the most principal method of preserving and protecting human and organizational resources. Thus the purpose of compiling this paper is to present a strategic pattern in explaining the methods of deepening and institutionalizing the culture of selfprotection in the police organization.Methodology: the present paper has been written using the library and documentary method and using upstream documents, elites’ statements, valid scientific and experimental sources and using the content analysis method. Therefore, thanks to the paper being qualitative, the paper is void of any statistical samples, but the statistical population of the elite group at the level of senior law enforcement officials includes 14 people have been selected for indepth interview in order to discover and explain various aspects.Findings and conclusion: at the end of his research, the researcher has explained the methods of deepening and institutionalizing the culture of selfprotection based on effective components in its two main dimensions, namely the belief dimension and the theoretical dimension
