فناوری نظارت الکترونیکی؛ راهبردی نو برای مدیریت ازدحام و جرایم ماموران انتظامی زندان‌ها

زمینه و هدف: در فناوری نظارت الکترونیکی، دادگاه به‌جای سلب آزادی محکوم و حبس وی، آزادی متعارف رفت‌وآمد او را به‌صورت دیگری محدود می‌کند. مراقبت با دستگاه‌های الکترونیکی، ازنظر اصول مورد تایید در مقررات بین‌المللی، به‌خصوص در ارتباط با بزهکار دارای جرائم سبک همچون استفاده حداقل از مجازات حبس، عدم برچسب‌زنی و عدم جدایی بزهکاران از خانواده مگر در موارد ضروری، مطابقت دارد. همچنین با توجه به امکان ارتکاب جرم توسط ماموران انتظامی زندان‌ها، استفاده از فناوری نظارت الکترونیکی در زندان‌ها می‌تواند نقش قابل‌توجهی در کاهش جرائم ارتکابی آنها داشته باشد.روش‌شناسی تحقیق: تحقیق حاضر از نوع تحقیقات کیفی بوده و ازنظر هدف، کاربردی و به روش تحلیل محتوا صورت گرفته است. در تنظیم پژوهش، از روش اسنادی و کتابخانه‌ای استفاده ‌شده و تجزیه‌وتحلیل اطلاعات کسب ‌شده به‌صورت کیفی و مبتنی بر استنتاج محقق از منابع و متون بوده است؛ از همین رو، درصدد معرفی اجمالی فناوری نظارت الکترونیکی به‌عنوان راهبردی نو در راستای مدیریت جمعیت کیفری زندان‌ها و کاهش جرائم ماموران انتظامی زندان‌ها با استفاده از این فناوری است.یافته‌ها و نتیجه‌گیری: یافته‌های این تحقیق حاکی از این است که فناوری نظارت الکترونیکی می‌تواند جایگزینی نو برای مدیریت ازدحام زندان‌ها در ایران نیز مطرح شود؛ زیرا تحقیقاتی که در ایران صورت گرفته نشان می‌دهد که 62 درصد مردم معتقدند که می‌توان از مجازات‌های اجتماعی غیر از زندان برای بزهکاران استفاده کرد. همچنین با توجه به تبیین جرائم ارتکابی ماموران انتظامی در زندان‌ها بر مبنای نظریه‌های جرم‌شناسی و تاثیر نظارت الکترونیک به‌عنوان راهبردی نو در کاهش جرائم ارتکابی آنها و استفاده از این فناوری با استفاده از چک‌لیست‌های ارائه شده در راستای کاهش جرائم ماموران انتظامی زندان‌ها بسیار تاثیرگذار است. کمااینکه کاهش جمعیت زندانیان و کنترل محیط زندان با فناوری نظارت الکترونیکی به کاهش جرائم ماموران انتظامی زندان‌ها منجر می‌شود.

Electronic surveillance technology; A new strategy for management Congestion and crimes of prison police officers

Background and Aim: In electronic surveillance technology, instead of depriving a convicted person of his or her liberty and imprisonment, the court restricts his or her normal freedom of movement in another way. Surveillance with electronic devices is in line with the principles enshrined in international law, especially concerning to lightcrime offenders such as the use of a minimum of imprisonment, nonlabeling and separation of offenders from the family unless in necessary situations. Also, considering the possibility of committing a crime by prison law enforcement officers, the use of electronic surveillance technology in prisons can play a significant role in reducing the crimes committed by them.Methodology: The present research is applied in terms of purpose and content analysis method. In organizing the research, the documentary method and libraries used and the analysis of the obtained information was qualitative and based on the researcher’s inference from sources and texts; therefore, it seeks to briefly introduce electronic surveillance technology as a new strategy for managing the prison population and reducing the crimes of prison law enforcement officers using this technology.Findings and Conclusions: The findings of this study indicate that electronic surveillance technology can be a new alternative to congestion prison management in Iran; Because a survey conducted in Iran shows that 62% of people believe that social punishments other than imprisonment can be used for criminals. Also, considering the explanation of crimes committed by law enforcement officers in prisons based on criminological theories and the effect of electronic surveillance as a new strategy in reducing their crimes and using this technology using checklists provided to reduce crimes of prison law enforcement officers is very effective. Similarly, reducing the prison population and controlling the prison environment with electronic surveillance technology will reduce the crimes of prison law enforcement officers.
