ارزیابی عملکرد پلیس در اجرای طرح ارتقای امنیت اجتماعی (با تاکید بر طرح ارتقای امىیت اجتماعی پلیس)

زمینه و هدف: طرحی انتظامی با عنوان «طرح ارتقای امنیت اجتماعی» توسط پلیس از ده سال گذشته تا کنون در حال اجراست. این طرح به‌دلیل گستردگی در سطح کشور، باید و نباید‌های فراوانی در سطح جامعه ایجاد و همچنان مورد توجه همگان است. هدف این تحقیق ارزیابی عملکرد پلیس در اجرای طرح ارتقای امنیت اجتماعی از دیدگاه شهروندان در سه سطح: میزان اطلاع، میزان موافقت و میزان تاثیر است.روش پژوهش: تحقیق از نظر هدف، «کاربردی» و از نظر ماهیت «توصیفی‎ پیمایشی» است. جامعه آماری، مجموعه افراد بالای 15 سال خانوارهای ساکن شهر تهران و حجم نمونه تحقیق 356 نفر است که با بهره‌گیری از فرمول کوکران محاسبه گردیده است. روش نمونه‌گیری، خوشه‌ای چند مرحله‌ای و ابزار سنجش، پرسش‌نامه ‌است. داده‌های جمع‌آوری شده با توجه به سطح سنجش آن که ترتیبی است، با بهره‌گیری از آزمون رتبه‌ای فریدمن در فضای spss مورد تجزیه و تحلیل قرار گرفته‌اند.یافته‌ها و نتیجه‌گیری: یافته‌های این تحقیق نشان می‌دهد که تفاوت معناداری بین سه متغیر اطلاع‌رسانی، موافقت و تاثیر‌‌گذاری طرح ارتقای امنیت اجتماعی از نظر شهروندان وجود دارد. شهروندان بیشترین موافقت را با طرح ارتقای امنیت اجتماعی و کمترین اطلاع را از طرح مزبور دارند. در بین 9 گویه مربوط به طرح ارتقای امنیت اجتماعی طرح جمع‌آوری اراذل و اوباش با بیشترین موافقت و تاثیر اجرای طرح در برخورد با افراد با پوشش نامناسب با حداقل میزان تاثیر قابل مشاهده است.به موازات نتایج پژوهش پیشنهادهایی شامل: بهره‌گیری بیشتر معاونت اجتماعی نیروی انتظامی از وسایل ارتباط جمعی بخصوص شبکه‌های صدا و سیما، تهیه برنامه‌های تبلیغاتی و... با هدف تشریح ابعاد و مقاصد طرح، قبل و حین اجرای طرح , استمرار طرح ارتقاء امنیت پلیس در سال های آتی توسط پلیس و ضرورت انجام کار علمی تبیینی مرتبط با طرح ارتقاء؛ ارائه گردیده است.

Assessing the Police’s Performance in Implementing the Social Security Promotion Plan

Background and Aim: The police plan has been continuously implemented since the last ten years with the name of the &Social Security Promotion Plan&. Due to the wide scope of the project, this plan should be created and maintained by the public at large. The purpose of this study is to assess the police’s performance in implementing the social security promotion plan from the citizen’s point of view at three levels: level of awareness, degree of agreement and impact rate.Methodology: The present research is objective in terms of &applied& and in terms of the nature of &survey descriptive&. The statistical population is the population of over 15 years old ordinary households living in Tehran, and the sample size of the research is 356 people who have been calculated using the Cochran formula. A multistage cluster sampling method, and a measurement tool, is a questionnaire. The collected data are analyzed according to the type of data and the level of its measurement, which is sequential, using the Friedman rank test in Spss space.Findings and Conclusion: The findings of this research show that there is a significant difference between the three variables of information, the agreement and the impact of the plan on promoting social security in terms of citizens. Citizens have the most agreement with the promotion of social security and the least information on the plan. Among the 9 items related to the Social Security Promotion Plan, the thugs’ collection plan is most visible with the maximum agreement and impact of the plan’s implementation on dealing with people with inappropriate coverage with minimal impact
