عوامل موثر بر ارتکاب سرقت منزل و ارائه راهکارهای پیشگیرانه(مورد مطالعه هفت استان هدف)

زمینه و هدف: سرقت منزل از جرایمی است که افزون‌بر خسارت مالی، موجب ایجاد ترس و وحشت در میان اعضای خانواده و از همه مهمتر ایجاد مشکلات روانی و کاهش احساس امنیت اجتماعی در جامعه می‌شود. ارتکاب جرائم به‌ویژه سرقت منزل توسط مجرمان این حوزه، متاثر از عوامل گوناگونی است. بر همین اساس پژوهش کنونی، عوامل موثر بر وقوع سرقت منزل را در استان‌های زنجان، قزوین، همدان، بوشهر، یزد، هرمزگان و خراسان شمالی که بیشترین افزایش وقوع این جرم را دارند، مورد کاوش قرار داده است.روش: پژوهش کنونی از نظر هدف، کاربردی و از نظر ماهیت داده‌ها، کیفی و از نوع اکتشافی است. مشارکت‌کنندگان پژوهش، متخصصان و کارشناسان حوزه پلیس پیشگیری فرماندهی انتظامی استان‌های هدف این پژوهش و پلیس پیشگیری فراجا به تعداد 19 نفر می‌باشد. مشارکت‌کنندگان به صورت هدفمند انتخاب و مصاحبه تا اشباع نظری ادامه پیدا کرده و داده‌ها با ابزار مصاحبه نیمه‌ساختاریافته جمع‌آوری شد. برای تحلیل داده‌ها از تحلیل مضمون استفاده شد. همچنین برای روایی از اعتبار درونی با استفاده از فنون «تثلیث» و برای پایایی پژوهش از نظرات ارزشمند استادان آشنا با این حوزه و متخصصان پلیس استفاده شده است.یافته‌ها: شناسه‌های حاصل از مصاحبه‌های انجام‌شده با خبرگان، بیانگر این است که درمجموع 54 مضمون پایه درباره عوامل موثر بر سرقت منزل شناسایی شد که در قالب شش مضمون سازمان‌دهنده شامل فرصت‌های زمینه‌ساز، عوامل انگیزشی، نارسایی‌های قانونی، عوامل روانی، عوامل اقتصادی و عوامل فرهنگی و اجتماعی با عنوان سه مضمون فراگیر که عبارت‌اند از عوامل تشدیدکننده، عوامل خاص تاثیرگذار و عوامل بروزدهنده، سازماندهی شدند.نتایج: براساس یافته‌های پژوهش مشخص شد در هفت استان مورد مطالعه این پژوهش، عوامل متعددی بر وقوع سرقت منزل مترتب و موثر می‌باشند که برای رفع این عوامل، راه‌کارهای مبتنی‌بر پیشگیری انتظامی، وضعی، اجتماعی و کیفری احصاء شد که متولی اجرایی‌کردن آنها، نه‌تنها پلیس، بلکه دیگر سازمان‌های مرتبط با موضوع هستند؛ به‌طوری‌که عملیاتی‌کردن و به‌کارگیری این راه‌کارها در کاهش جرم سرقت منزل در استان‌های پیش‌گفته، تاثیرگذار می‌باشند.

factors affecting home burglary and providing preventive solutions (case study of seven target provinces)

background and purpose: house robbery is one of the crimes that, in addition to financial damage, causes fear and panic among family members and most importantly creates psychological problems and reduces the sense of social security in the society. the area is affected by various factors, on the basis of this research, the factors affecting the occurrence of house robbery in the provinces (zanjan, qazvin, hamadan, bushehr, yazd, hormozgan and north khorasan) which have the highest increase in the occurrence of this crime have been analyzed.method: in terms of purpose, the present research is applied and in terms of the nature of the data, it is qualitative and exploratory. the participants of the research are 19 people, specialists and experts in the field of preventive police of the police command of the target provinces of this research and the preventive police of faraja. purposeful selection and interviews continued until theoretical saturation, data was collected with semi-structured interview tool and thematic analysis was used for data analysis, also for validity of internal validity using trinity techniques and for the reliability of the research from opinions valuable professors familiar with this field and police experts have been used.findings: the codes obtained from the interviews conducted with experts indicate that a total of 54 basic themes were identified regarding the factors affecting home theft, which are in the form of six organizing themes including background opportunities, motivational factors, legal inadequacies, psychological factors, and economic factors. and cultural and social factors were organized under the title of three overarching themes, which include aggravating factors, specific influencing factors, and developing factors.conclusion: based on the findings of the research, it was determined that in the seven provinces studied in this research, there are several factors that are relevant and effective in the occurrence of house theft, and to solve these factors, solutions based on disciplinary, situational, social and criminal statistics prevention, which are in charge of implementing them not only the police, but also other organizations related to the issue, so that the implementation and application of these solutions are effective in reducing the crime of house theft in the mentioned provinces.
