نقش دیپلماسی پلیسی در تامین امنیت ملی ایران

زمینه و هدف: ضرورت کاربرد دیپلماسی پلیسی برای بهبود امنیت ملی کشور به‌قدری گسترده بوده است که باعث شده است پلیس جمهوری اسلامی ایران به صورت گسترده‌ای از دیپلماسی پلیسی برای تامین نظم و امنیت و همچنین مبارزه با جرائم استفاده کند. با توجه به اهمیت این موضوع، پرسشی که در اینجا مطرح شده، این است: در فرایند کاربرد دیپلماسی پلیسی، برای تامین امنیت و مبارزه با جرائم، چه فرصت‌ها و محدودیت‌هایی وجود دارد؟ هدف این پژوهش، ارائه پاسخ منطقی به این پرسش است.روش: پژوهش کنونی با هدف بررسی نقش دیپلماسی پلیسی در تامین امنیت ملی ایران به روش کمی، نسبت به بررسی این موضوع با تحلیل دو مفهوم دیپلماسی پلیسی و در ادامه نقش آن بر امنیت ملی ایران، نگارش شده است. در ابتدا مفهوم و مبانی مرتبط با دیپلماسی پلیسی، بررسی و در ادامه، آثار آن در زمینه تامین امنیت ملی و عوامل مرتبط با آن بررسی خواهد شد.یافته‌ها: با توجه به یافته‌ها و شواهد، باید گفت که دیپلماسی پلیسی در حوزه امنیت ملی ایران، باید با تقویت اشکال جدید همکاری، ازجمله تبادل تخصص فنی و اطلاعات دیجیتال، بلادرنگ خود را با این تهدیدات نوظهور سازگار کند. در نتیجه این امر، به اقداماتی بیش از مذاکرات دیپلماتیک سنتی، نیاز دارد که نیازمند اعتمادسازی مستمر، هماهنگ کردن چارچوب‌های قانونی و ظرفیت پاسخگویی سریع به تهدیدات در حال تغییر است. نتایج: آینده دیپلماسی پلیسی ایران، نه‌تنها نیازمند تعامل چندجانبه پایدار، بلکه همچنین سازگاری با تهدیدات جدید و در حال تحول در عصر دیجیتال است.

background and objective: the necessity of using police diplomacy to improve the country’s national security has been so widespread that it has caused the islamic republic of iran police to widely use police diplomacy to ensure order and security as well as to fight crime. given the importance of this issue, the question raised here is: what opportunities and limitations exist in the process of using police diplomacy to ensure security and fight crime? the aim of this research is to provide a logical answer to this question.method: the current research aims to examine the role of police diplomacy in ensuring iran’s national security in a quantitative manner, and is written to examine this issue by analyzing two concepts of police diplomacy and then its role on iran’s national security. first, the concept and principles related to police diplomacy will be examined, and then its effects on ensuring national security and related factors will be examined.findings : based on the findings and evidence, it should be said that police diplomacy in the field of national security in iran must adapt to these emerging threats in a timely manner by strengthening new forms of cooperation, including the exchange of technical expertise and digital information. as a result, this requires more than traditional diplomatic negotiations, which require continuous trust-building, harmonization of legal frameworks, and the capacity to respond quickly to changing threats.conclusions:as a result, the future of iranian police diplomacy requires not only sustainable multilateral engagement, but also adaptation to new and evolving threats in the digital age.
