ابعاد مدیریت انتظامی یکپارچه در پیشگیری از جرم

هدف و زمینه: پیشگیری از وقوع جرم، یکی از ماموریت‌های مهم و محوری فرماندهی انتظامی جمهوری اسلامی ایران است. اما گستردگی دامنه وظایف و تعدد پلیس‌های تخصصی در حوزه پیشگیری از جرائم، لزوم مدیریت انتظامی یکپارچه‌ای را در راستای پیشگیری از جرم ملموس‌تر می‌کند. بنابراین پژوهش کنونی با هدف شناخت ابعاد مدیریت انتظامی یکپارچه پیشگیری از جرم در فرماندهی انتظامی جمهوری اسلامی ایران انجام شده است.روش: روش پژوهش کنونی، یک پژوهش کیفی از نوع تحلیل محتوای جهت‌دار است که از نظر هدف، کاربردی می‌باشد. مشارکت‌کنندگان در این پژوهش، 18 نفز از مدیران، روسای ادارات و کارشناسان خبره پلیس‌های تخصصی فراجا هستند که دارای تجربه مدیریتی بیش از 20 سال صفی و ستادی بوده و به روش نمونه‌گیری هدفمند تا اشباع نظری انتخاب شده‌اند. روش گردآوری داده‌ها نیز میدانی و ابزار آن مصاحبه نیمه‌ساختاریافته می‌باشد. داده‌ها به روش صوری و تکرارپذیری از نظر روایی و پایایی تایید و همچنین برای تحلیل داده‌ها از نرم‌افزار مکس‌کیودا 2 استفاده شده است. یافته‌ها: مدیریت پیشگیری از جرم در حوزه انتظامی، نیازمند تمرکز و یکپارچگی بیشتری بوده و اصل وحدت فرماندهی، تعاملات و هماهنگی‌های حداکثری بین‌بخشی، انسجام سازمانی، کل‌نگری و هوشمندسازی پلیس در حوزه‌های مختلف از مهمترین ابعاد آن می‌باشند.نتایج: با توجه به تعدد پلیس‌های تخصصی در سطح فراجا و گستردگی حوزه ماموریتی در جغرافیای پهناور کشور که هر کدام در حیطه وظایف خود، نقش چشمگیری در سطوح مختلف پیشگیری از وقوع جرم دارند، مدیریت انتظامی یکپارچه در پیشگیری از وقوع جرم توسط فراجا، در ابعاد وحدت فرماندهی، تعاملات و هماهنگی بین پلیس‌های تخصصی، انسجام فعالیت‌های پیشگیرانه، کل‌نگری و هوشمندسازی فرایندها قابل‌تامل بوده و نیازمند بازنگری و توجه جدی است.

background and objective: according to clause 8 of article 4 of the law on the formation of the national security agency, crime prevention is one of the important missions of the islamic republic of iran’s law enforcement command. but the wide range of duties and the number of specialized police officers in the field of crime prevention make the necessity of an integrated police management more concrete in order to prevent crime. therefore, this research was conducted with the aim of knowing and investigating the aspects of integrated police management of crime prevention in the police command of the islamic republic of iran.method: the current research is a qualitative research of the type of oriented content analysis, which is practical in terms of purpose. its statistical population consists of 18 managers, heads of departments and expert experts of faraja specialized police, who were selected in a targeted way. the method of collecting field data and its tool is semi-structured interview. also, max kyuda software was used for data analysis.findings: crime prevention management in the police field requires more concentration and integration, and the principle of unity of command, maximum inter-departmental interactions and coordination, organizational cohesion, comprehensiveness and police intelligence in different fields are among its most important dimensions.results: considering the number of specialized police officers at the local level and the extent of the mission area in the country’s vast geography, each of them has a significant influence in different levels of crime prevention in the scope of their duties; integrated police management in the prevention of crime by faraja, in the dimensions of unity of command, interactions and coordination between specialized police, coherence of preventive activities, holistic view and smartening of processes, can be considered and requires serious review and attention.
