نقش مدیریت انتظامی در پیشگیری از جرایم اخلاقی در فضای مجازی (مورد مطالعه: شهرستان ارومیه)

زمینه و هدف: گرایش روزافزون به استفاده از اینترنت به‌ویژه شبکه‌های اجتماعی، شرایط و بستر مساعدی برای گسترش جرایم اخلاقی در فضای مجازی به‌وجود آورده است. یکی از وظایف اساسی پلیس در جامعه، پیشگیری از این نوع جرایم در جامعه است. هدف از این پژوهش، بررسی نقش مدیریت انتظامی در پیشگیری از جرایم اخلاقی در فضای مجازی است.روش: پژوهش از نظر هدف، کاربردی و از نظر روش، پیمایشی است. جامعه آماری شامل همه کارکنان اجرایی و ستادی شاغل در فرماندهی انتظامی شهرستان ارومیه به تعداد 750 نفر می‌باشد. حجم نمونه با استفاده از فرمول کوکران به تعداد 254 نفر به شیوه نمونه گیری تصادفی طبقه ای انتخاب شد. برای تحلیل داده ها از نرم‌افزارهای اس پی اس اس و آموس استفاده شده است.یافته ‌ها: براساس یافته‌ های پژوهش، در بین ابعاد مدیریت انتظامی، تاثیر متغیر «بسیج امکانات» از طریق شاخص های «راهبرد جامعه محوری» با بتای 0.594 و «راهبرد هماهنگی» با بتای 0.556 بیشترین تاثیر در پیشگیری از جرایم اخلاقی در فضای مجازی داشته اند. در کل، تاثیر ابعاد و شاخص های مدیریت انتظامی بر «پیشگیری اجتماعی» به مراتب بیشتر از «پیشگیری وضعی» و «پیشگیری کیفری» در کاهش جرایم اخلاقی در فضای مجازی بوده است.نتیجه‌ گیری: پیشگیری پلیس از جرائم اخلاقی در فضای مجازی نیازمند فرایندی به‌هم‌پیوسته از ابعاد و مولفه‌ هاست. ازاین‌رو، برای موفقیت پلیس در پیشگیری از این جرائم باید برنامه‌ ریزی، سازماندهی، نظارت و کنترل و بسیج امکانات از طریق شاخص های راهبرد جامعه محوری، راهبرد هماهنگی، راهبرد اطلاعات‌محوری/ اشراف اطلاعاتی، راهبرد هوشمندسازی و نظارت بر منافع مالی کسب‌وکارهای نامشروع صورت پذیرد.

background and purpose: the increasing tendency to use the internet, especially social networks, has created a favorable environment for the spread of moral crimes in cyberspace. one of the basic duties of the police in society is to prevent this type of crime in society. the purpose of this research is to investigate the role of law enforcement in preventing moral crimes in cyberspace.method: the research is applied in terms of purpose and survey in terms of method. the statistical population includes all the executive and staff personnel working in the police command of urmia city, numbering 750 people. the sample size was selected using cochran’s formula in the number of 254 people by stratified random sampling method. spss and amos software were used for data analysis.findings: according to the research findings, among the dimensions of police management, the variable effect of mobilization of facilities through the indicators of community-oriented strategy with a beta of 0.594 and coordination strategy with a beta of 0.556 have had the greatest effect in preventing moral crimes in cyberspace. in general, the effect of dimensions and indicators of police management in social prevention has been far more than status prevention and criminal prevention in reducing moral crimes in cyberspace.conclusion: police prevention of moral crimes in the cyberspace requires an interconnected process of terms and components. therefore, for the success of the police in preventing these crimes, it is necessary to plan, organize, monitor and control and mobilize facilities through the indicators of community-oriented strategy and coordination strategy, central information strategy/information aristocracy, intelligence strategy, monitoring of financial interests of illegitimate businesses should be carried out.
