آسیب شناسی فرآیند کشف مواد مخدر در جاده های بین شهری استان کردستان

زمینه و هدف: از مهمترین اقدام‌هایی که سازمان‌های موفق برای ارتقای اثربخشی خود انجام می دهند، آسیب شناسی به‌موقع فرایندهای امور جاری در سازمان است که باعث می شود مدیران همواره از مسائل و مشکلات جاری سازمان خود مطلع باشند.. پژوهش کنونی با هدف آسیب شناسی فرایند کشف مواد مخدر در جاده های بین‌شهری استان کردستان انجام شد.روش: این پژوهش در چارچوب رویکرد کیفی و با به‌کارگیری روش تحلیل مضمون اجرا شد. مشارکت‌کنندگان در پژوهش کنونی، تعداد 10 نفر از متخصصان و خبرگان پلیس راه و راهور، پلیس های تخصصی، اداره کل گمرک، راهداری و حمل‌ونقل جاده ای استان کردستان بوده که با رعایت اصل اشباع نظری و بهره گیری از روش نمونه گیری هدفمند به‌عنوان مشارکت‌کنندگان در پژوهش انتخاب شدند. ابزار تحلیل داده ها، نرم افزار مکس کیو دی ای[1] بود.یافته‌ ها: یافته‌ها نشان داد که:1. نظام ارزیابی عملکرد نامناسب، 2. عدم تامین و تخصیص منابع موردنیاز، 3. ضعف در ساختار سازمانی دستگاه های متولی و 4. ضعف در گزینش، ارزشیابی و انتصابات به‌عنوان عوامل ساختاری آسیب زا، همچنین الف. فقدان انگیزش و رضایت و امنیت شغلی و ب. وجود بسترهای انحراف در بین کارکنان به‌عنوان عوامل رفتاری آسیب زا و مواردی نظیر 1. ضعف در قوانین و مقررات، 2. عوارض و شرایط نامساعد محیطی، جغرافیایی و انتظامی، 3. ضعف در کاربرد تجهیزات و فناوری‌های نوین و 4. ضعف در مدیریت و رهبری نهادهای متولی، می توانند به‌عنوان عوامل زمینه ای آسیب زا مطرح شوند.نتیجه‌گیری: نتایج نشان داد در فرایند کشف مواد مخدر در جاده ها، ضمن توجه به آسیب های منابع انسانی، بایستی نسبت به بهبود ساختار سازمانی و فرایندهای کاری، توزیع عادلانه پاداش، توجه به شایستگی های افراد و ایجاد محیط انگیزشی برای رشد کارکنان، سیاست‌های لازم را اتخاذ کرد.

background and purpose: one of the most important measures that successful organizations take to improve their effectiveness is the timely pathology of current affairs processes in the organization. the current research was conducted with the aim of analyzing the process of drug discovery in the intercity roads of kurdistan province.method: this research was conducted within the framework of qualitative approach and using thematic analysis method. the participants in the current research are 10 road and traffic police specialists, specialized police officers, the general administration of customs, highways and road transport of kurdistan province, who followed the principle of theoretical saturation and used the sampling method. were purposefully selected as participants in the research. the data analysis tool was maxqd software.findings: the findings showed that: 1. improper performance evaluation system, 2. failure to provide and allocate the required resources, 3. weakness in the organizational structure of the custodian institutions and 4. weakness in selection, evaluation and appointments as harmful structural factors, as well as a. lack of motivation, satisfaction and job security and b. the existence of deviance platforms among employees as traumatic behavioral factors and things such as 1. weakness in laws and regulations, 2. unfavorable environmental, geographic and policing complications and conditions, 3. weakness in the use of new equipment and technologies and 4. weakness in management. and the leadership of the custodian institutions can be considered as harmful background factors.conclusion: the results showed that in the process of discovering narcotics on the roads, while paying attention to the damage of human resources, it is necessary to improve the organizational structure and work processes, fair distribution of rewards, pay attention to the competencies of people and create a motivational environment for growth. the staff adopted the necessary policies.
