الگوی ارزیابی خط مشی های امنیت عمومی در فرماندهی انتظامی جمهوری اسلامی ایران

زمینه و هدف: امروزه امنیت یکی از ضروری ترین نیازهای بشر و عامل مهمی برای رشد و توسعه فرهنگی، اجتماعی، اخلاقی و اقتصادی بوده و زمینه‌ای برای موفقیت ها و پیشرفت‌ها به‌شمار می‌آید. این پژوهش با هدف ارائه الگوی ارزیابی خط‌مشی‌های امنیت عمومی در فرماندهی انتظامی انجام شد. روش‌شناسی‌: این پژوهش از لحاظ هدف، کاربردى و از نظر ماهیت، توصیفی- همبستگى است. همچنین شیوه گردآوری داده‌ها، پیمایشى با ابزار پرسش‌نامه و جامعه آماری شامل کارشناسان‌ارشد فرماندهی انتظامی و کارشناسان حوزه امنیت به تعداد نامحدود بود. حجم نمونه براساس فرمول کوکران، 384 نفر و نمونه‌گیری به روش دردسترس انجام شد. ابزار گردآوری داده‌ها، پرسش‌نامه محقق‌ساخته مشتمل بر 64 پرسش برگرفته از شاخص‌های الگوی ارائه‌شده توسط رمضان شمس و همکاران (1400) بود. مقدار ضریب آلفای کرونباخ برابر با 0.977 محاسبه شد و روایی سازه ابزار توسط تحلیل عاملی تاییدی با استفاده از الگویابی معادلات ساختاری به تایید رسید. یافته‌ها: نتایج تحلیل عاملی تاییدی انجام‌شده حکایت از تایید الگو با سه بُعد، 14 مولفه و 64 شاخص از نظر جامعه آماری داشت. ابعاد الگو شامل بُعد «ارزیابی پیش از اجرا» با بار عاملی 0.921، بُعد «ارزیابی حین اجرا» با بار عاملی 0.952 و بُعد «ارزیابی پس از اجرا» با بار عاملی 0.907 تایید شد. نتیجه‌گیری: فرماندهی انتظامی می‌تواند با الهام و تقویت الگوی احصاءشده و بهره‌گیری از مفهوم خط‌مشی‌های امنیت عمومی و برنامه‌ریزی‌های آتی، در فضای مناسب‌تری برای رسیدن به هدف برقراری نظم و ارتقاء احساس امنیت در جامعه قرار گیرد.

background and purpose: today, security is one of the most essential human needs and an important factor for cultural, social, moral and economic growth and development and is a basis for success and progress. the aim of this study was to provide a model for evaluating public safety policies in the disciplinary command.methodology: this research is applied in terms of purpose and descriptive-correlational in nature. also, the method of data collection was a survey with the help of questionnaires and the statistical population, including senior law enforcement experts and an unlimited number of security experts. the sample size was 384 people based on cochran’s formula and sampling was done by available method. the data collection tool was a researcher-made questionnaire consisting of 64 questions taken from the model indices presented by ramazan shams et al. (1400). cronbach’s alpha coefficient was calculated to be 0.977 and the construct validity of the instrument was confirmed by confirmatory factor analysis using structural equations modeling.results: the results of confirmatory factor analysis showed that the model was approved with three dimensions, 14 components and 64 indicators from the statistical population. the dimensions of the model including the dimension of pre-implementation evaluation with a factor load of 0.921, the dimension of evaluation during execution with a factor load of 0.952 and the dimension of post-execution evaluation with a factor load of 0.907 were confirmed.conclusion: by inspiring and strengthening the enumerated model and using the concept of public security policies and future planning, the disciplinary command can be in a more appropriate environment to achieve the goal of establishing order and promoting a sense of security in society.
