طراحی الگوی راهبردی اقتدار امنیت آفرین مبتنی بر سند چشم انداز 1404

زمینه و هدف: امروزه لازمة حرکت در مسیر توسعه و پیشرفت همه‌جانبه ایران اسلامی که از اهداف سند چشم‌انداز می‌باشد، برخورداری از اقتدار ملی و امنیت پایدار ناشی از آن است تا امکان شکوفا شدن همه قابلیت‌ها و ظرفیت‌های بالقوه موجود در کشور فراهم شود. هدف این پژوهش، ارائه «الگوی راهبردی اقتدار امنیت‌آفرین مبتنی‌بر سند چشم‌انداز 1404 جمهوری اسلامی ایران» می‌باشد.روش: این پژوهش از نظر نوع، آمیخته تبیینی، از نظر هدف، توسعه‌ای کاربردی و از نظر روش جمع‌‎آوری داده‌ها، ترکیبی (کمی کیفی) است. گردآوری اطلاعات از طریق مطالعه کتابخانه‌ای، توزیع پرسش‎نامه محقق‌ساخته از نوع لیکرت 5 گزینه‌ای و بررسی میدانی (مصاحبه) انجام شده است. تحلیل بخش کمی پژوهش با استفاده از آمار توصیفی استنباطی و همچنین تحلیل بخش کیفی آن با استفاده از روش داده‌بنیاد و بهره‌گیری از فنون سه‌گانه شناسه‌گذاری (باز، محوری و انتخابی) انجام شده است.یافته‌ها: الگوی راهبردی اقتدار امنیت‌آفرین مبتنی‌بر سند چشم‌انداز 1404 دارای 6 بُعد می‌باشد که بُعد سیاسی آن شامل 8 مولفه، بُعد فرهنگی اجتماعی شامل 9 مولفه، بُعد اقتصادی شامل 7 مولفه، بُعد علمی فناوری شامل 4 مولفه، بُعد نظامی شامل 8 مولفه و بُعد زیست‌محیطی شامل 3 مولفه می‌باشد.نتیجه‌گیری: «اقتدار ملی» و «امنیت» ناشی از آن در ارتباط مستمر و متقابل هستند، به بیانی دیگر امنیت، نتیجه و محصول اقتدار ملی است و اقتدار ملی از طریق ابعاد و مولفه‌های تشکیل‌دهنده آن قابل‌تامین است. بنابراین سازمان‌ها و بخش‌های مختلف مرتبط با سند چشم‌انداز 1404 جمهوری اسلامی ایران بایستی به مقتضای زمان اقدامات خود را انجام دهند تا اهداف سند چشم‌انداز محقق شود.

Designing a strategic model of security-creating authority based on Vision 1404 document

Bakgaroun and Aim:Today, The need to move in the direction of comprehensive development and progress of Islamic Iran, which is one of the goals of the Vision document 1404, is to have national authority and sustainable security to enable the realization of all capabilities and potentials in the country. The purpose of this study is to present a &strategic model of securitycreating authority based on the Vision document 1404 of the Islamic Republic of Iran&.Method: This research in terms of mixedexplanatory type, In terms of purpose, development applied and In terms of data collection method, it is a combination (quantitativequalitative). Data collection was done in the form of library, researchermade questionnaire of 5point Likert type and field survey (interview). Quantitative analysis of the research has been done using descriptiveinferential statistics and also qualitative analysis of the research has been done using the data foundation method and using coding techniques (open, axial, selective).Findings: The strategic model of securitycreating authority based on the vision document 1404 has 6 dimensions in which the political dimension includes 8 components, sociocultural dimension includes 9 components, economic dimension includes 7 components, scientifictechnological dimension includes 4 components, The military dimension consists of 8 components and the environmental dimension consists of 3 components.Conclusion: &National authority& and the resulting &security& are in constant and reciprocal relationship. In other words, security is the result and product of national authority and national authority can be provided through its constituent dimensions and components. Therefore, various organizations and departments related to the vision document of 1404 of our country must take appropriate measures in time to achieve the goals of the vision document.
