شاخص‌های ارزیابی مدیریت راهبردی پلیس در پیشگیری از بزه‌دیدگی زنان

زمینه و هدف: امروزه شرایط و فضای فعالیت پلیس بیش‌ازپیش پیچیده، دگرگون و گسترده شده است. پلیس برای پاسخگویی سریع و مناسب به این تغییرات نیازمند شناسایی شاخص‌های ارزیابی راهبردی جدیدی است تا چالش‌های پیش‌روی خود را شناخته و درراستای رفع آن گام بردارد. بنابراین هدف این پژوهش، شناسایی شاخص‌های ارزیابی مدیریت راهبردی پلیس در پیشگیری از بزه‌دیدگی زنان است.روش: روش پژوهش از نظر هدف، کاربردی و از جنبه روش‌شناسی، پژوهشی کیفی است که با روش تحلیل مضمون، اجرا شده است. جامعه پژوهش از خبرگان نیروی انتظامی، استادان دانشگاه، قضات، مدیران در وزارت کشور، سازمان زندان‌ها، آموزش و پرورش و بهزیستی تشکیل و براساس اصل اشباع نظری، حجم نمونه به 14 نفر رسید. داده‌ها با مصاحبه‌های کیفی نیمه‌ساختاریافته جمع‌آوری شدند و برای تحلیل اطلاعات از نرم‌افزار«مکس‌کیودی11» استفاده شد.یافته‌ها: شاخص‌های ارزیابی مدیریت راهبردی پلیس در پیشگیری از بزه‌دیدگی زنان، در قالب 2 مضمون اصلی (ارزیابی کارایی و ارزیابی اثربخشی) و 11 مضمون فرعی (بهره ‌وری نیروی کار، بهره ‌وری سرمایه، بهره ‌وری هزینه شاغلان، بهره ‌وری انرژی، میزان رضایت مشتریان، میزان تاثیر خدمات بر محیط زیست، میزان تسهیل امور جاری جامعه، میزان رضایت کارکنان، میزان دسترسی مردم به خدمات، میزان اعتماد مشتریان و میزان قابلیت اعتماد) شناسایی شد.نتایج: نتایج نشان می‌دهد شاخص‌های ارزیابی مدیریت راهبردی پلیس، می‌تواند چالش‌ها و آسیب‌هایی که نظم و امنیت را در جامعه تحت‌تاثیر قرار می‌دهد، شناسایی کند و درراستای رفع آن گام بردارد تا به اثربخشی بیشتر این برنامه منجر شود.

Indicators for evaluating the strategic management of the police in the prevention of female victimization

Background and Aim: Today, the conditions and environment of police activity have become more complex, changing and expanding. To respond to these challenges, police organizations need a system of evaluating new strategies to be able to adapt to changes in the environment and respond very quickly to the needs of constantly changing environment. Therefore, the purpose of this study is to identify indicators for evaluating the strategic management of the police in preventing female victimization.Research Method: In terms of the purpose of the present study, it is applied and from the methodological point of view, it is a qualitative research that has been carried out by content analysis. The research community consisted of police experts, the Ministry of Interior, university professors, judges, the Education Organization, the Welfare Organization, and the Prisons Organization, and based on the theoretical saturation principle, the sample size reached 14 people. Data were collected through semistructured qualitative interviews and Max Cody 11 software was used to analyze the data.Findings: Indicators of Strategic Police Management Evaluation in the Prevention of Female Injury, in the form of 2 main themes (performance evaluation and effectiveness evaluation) and 11 subthemes(Labor productivity, capital productivity, employee cost productivity, energy efficiency, customer satisfaction, service impact on the environment, facilitation of current affairs, employee satisfaction, public access to services, customer trust, Reliability) was identified.Results: The use of performance appraisal and effectiveness evaluation indicators in strategic police management can lead to greater effectiveness of this program.
